The Standing Senate Committee on Energy, the Environment and Natural Resources has the honour to present its

SECOND REPORT

Your Committee, which was authorized by the Senate on Wednesday, March 27, 1996, in accordance with Rule 86(1)p), to examine such issues as may arise from time to time relating to energy, the environment and natural resources generally in Canada, respectfully requests that it be empowered to engage the services of such counsel and technical, clerical and other personnel as may be necessary, and to adjourn from place to place within and outside Canada for the purpose of such study.

Pursuant to Section 2:07 of the Procedural Guidelines for the Financial Operation of Senate Committees, the budget submitted to the Standing Committee on Internal Economy, Budgets and Administration and the report thereon of that Committee are appended to this report.

The Honourable Senator Berntson for the Honourable Senator Ghitter, moved, seconded by the Honourable Senator Stratton:

That the Standing Senate Committee on Energy, the Environment and Natural Resources, in accordance with Rule 86(1)p), be authorized to examine such issues as may arise from time to time relating to energy, the environment and natural resources generally in Canada; and

That the Committee report to the Senate no later than March 31, 1997.

PURPOSE OF THE TRAVEL

In Canada, the oil industry is a vital part of the economy, and over the past few years there have been important charges in this industry. The Committee which has historically dealt in depth with energy related issues would like to meet with people involved in the oil industry to hear from them, first hand, about the changes, the important issues and future directions which they see for their sector. During our fact-finding visit to Calgary, we intend to meet informally with officials from the Canadian Association of Petroleum Producers who represent most companies, both large and small, involved in oil exploration and production in Canada. We also want to meet with individuals at the Canadian Energy Research Institute (CERI). CERI is an independent think tank dealing with a wide variety of energy issues. The Committee also hopes to meet with the Chairman of the National Energy Board to discuss regulatory issues as well as the NEB's views on the future of the oil industry. Finally, the Committee hopes to make a site visit to the oil sands mining facilities in Fort McMurray. This vast resource is an important part of Canada's present and future energy supply. The Committee would like to be brought up to date on developments and future plans in the oil sands.
