The Standing Senate Committee on Energy, the Environment and Natural Resources met at 3:20 p.m. this day, the Chairman, the Honourable Ronald D. Ghitter, presiding.

Members of the committee present: The Honourable Senators Adams, Anderson, Buchanan, Cochrane, Ghitter, Kenny, Kinsella, Landry, Rompkey, Spivak, Taylor and Whelan. (12)

In attendance: Lynne Myers from the Library of Parliament and Cathy Piccinin, Legislative Clerk.

WITNESSES:

C. Hicks, Vice-President, Ethyl Canada and Vice President, Government Relations, Ethyl Corporation, Washington, D.C.;

Dr. D.R. Lynam, Vice-President, Air Conservation, Ethyl Corporation, Richmond, VA;

Dr. J.W. Roos, Manager Fuels, Research and Development, Ethyl Corporation, Richmond, VA.

The committee, in compliance with its Order of Reference dated Tuesday, December 17, 1996, proceeded to consider Bill C-29, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances.

Messrs Wilson, Roos, Lynam and Hicks all made opening statements and answered questions.

Mr. Klassen made a statement and, together with the other witness, answered questions.

Ms May made a statement and answered questions.

At 8:14 p.m., the committee adjourned to the call of the Chair.
