The Standing Senate Committee on Energy, the Environment and Natural Resources met at 9:10 a.m. this day, the Chairman, the Honourable Ronald D. Ghitter, presiding.

Members of the committee present: The Honourable Senators Adams, Bosa, Cochrane, Ghitter, Hays, Hervieux-Payette, Kenny, Kinsella, Taylor and Whelan.(10)

Other senators present: The Honourable Senators Comeau and Landry.(2)

In attendance: Lynne Myers from the Library of Parliament and Cathy Piccinin.

WITNESSES:

Health Canada, Bureau of Chemical Hazards:

Dr. Daniel Krewski, Acting Director;

Grace Wood, Evaluator, Air and Waste Section, Monitoring and Criteria Division.

Transport Canada:

Nicole Pageot, Director General, Road Safety and Motor Vehicle Regulation;

Lui Hrobelsky, Chief, Energy and Emissions Engineering.

Pollution Probe:

Jill McDowell.

Learning Disabilities Association of Canada:

Barbara McElgunn, Health Liaison.

Canadian Automobile Association:

Elly Meister, Vice President, Corporate Affairs and Communications;

David Leonhardt, Manager, Public and Government Relations.

The committee, in compliance with its Order of Reference dated Tuesday, December 17, 1996, proceeded to consider Bill C-29, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances.

Mr. Krewski made an opening statement and, together with the other witness, answered questions.

Ms Pageot made a statement and, together with the other witness, answered questions.

Ms McDowell and Ms McElgunn made statements and answered questions.

Mr. Leonhardt made a statement and, together with the other witness, answered questions.

At 12:45 p.m., the committee sits in camera.

It was agreed -- THAT the committee hear four (4) additional panels: one on NAFTA, one on Constitutional/Interprovincial trade, one on Small Refiners, and one on Municipalities.

It was also agreed to hear from the Minister of Environment and his officials last.

At 1:40 p.m., the committee adjourned to the call of the Chair.
