The Standing Senate Committee on Energy, the Environment and Natural Resources met at 9:00 a.m. this day, the Chairman, the Honourable Ronald D. Ghitter, presiding.

Members of the committee present: The Honourable Senators Adams, Anderson, Carstairs, Comeau, Ghitter, Kenny, Kinsella, Mercier, Nolin, Rompkey, Spivak and Taylor. (12)

Other senators present: The Honourable Senators Hervieux-Payette and Landry.(2)

In attendance: Lynne Myers from the Library of Parliament and Cathy Piccinin.

WITNESSES:

From the Government of Alberta, Department of Enegy:

John Donner, Executive Director, Environmental Affairs;

James Ogilvy, Director, Internal Trade, Trade Policy Team.

From the Government of Nova Scotia, Department of the Environment:

Peter Underwood, Deputy Minister

Creichton Brisco, Director, Resources Management and Environmental Protection

Doug Bethume, Instructor, Nova Scotia Community College

From the University of Quebec at Montreal:

Dr. Donna Mergler.

From the University of Montreal:

Dr. Joseph Zayed.

The committee, in compliance with its Order of Reference dated Tuesday, December 17, 1996, proceeded to consider Bill C-29, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances.

Mr. Underwood, Mr. Donner and Mr. Ogilvy made opening statements and, together with the other witnesses, answered questions.

Dr. Zayed made an opening statement and answered questions.

At 11:45 a.m., the committee suspended its work until after the adjournment of the Senate on this day.

At 4:50 p.m., without the committee resuming its work, the Chairman adjourned the meeting to the call of the Chair.
