The Standing Senate Committee on National Finance met at 5:15 p.m. this day, in Room 356-S, the Chairman, the Honourable Senator Tkachuk, presiding.

Members of the Committee present: The Honourable Senators Tkachuk, Cools, De Bané, Lavoie-Roux, Losier-Cool, Maheu, Nolin, Poulin, Rizzuto, Stratton and Taylor (11).

In attendance from the Parliamentary Centre: Dr. Edward J.D. Ketchum, Director of Research.

Also in attendance: The official reporters of the Senate.

The Honourable Senator Nolin moved that documents offered last week by the Association of Consulting Engineers of Canada, be placed on the record of the Committee.

The question being put on the motion, it was agreed.

Benoît Pelletier, Professor of Constitutional and Administrative Law.

From the Department of Public Works:

Ranald A. Quail, Deputy Minister;

Michael G. Nurse, Assistant Deputy Minister, Real Proprety Services Branch.

Pursuant to its Orders of Reference adopted by the Senate on Wednesday, March 28, 1996, the Committee resumed its examination of Bill C-7, an Act to establish the Department of Public Works and Government Services and to amend and repeal certain Acts. Act.

Messrs Griffiths, Brimley and Kennedy made presentations following which they answered questions.

Mr. Pelletier made a statement and answered questions.

Mr. Quail responded to previously unanswered questions asked of the Department when it appeared on May 1st and reviewed the Bill in light of the testimony presented. He and Mr. Nurse responded to questions.

It was moved by the Honourable Senator Cools, that Bill C-7 be reported unamended.

It was moved by the Honourable Senator Stratton that:

Clause 16 of Bill C-7 be amended as follows:

(a) on page 5,

(i) by replacing line 34 with the following:

16(1) The Minister may do anything for or on

(ii) by replacing lines 41 and 42 with the following:

Canada that requests the Minister to do that thing; and

(b) on page 6, by adding after line 2 the following:

(2) Nothing in paragraph 1(b) confers on the Minister the power to provide architectural or engineering services.

The question put on the amendment to the Bill, was negatived on the following division: YEAS: 2, NAYS: 6.

The question put on the motion to report the Bill without amendment, was adopted on the following division: YEAS: 6, NAYS: 2.

At 7:50 p.m., the Committee adjourned to the call of the Chair.
