The Standing Senate Committee on Legal and Constitutional Affairs, met this day, in Room 505, Victoria Building, in camera, at 4:22 p.m., the Chair, the Honourable Senator Sharon Carstairs, presiding.

Members of the committee present: The Honourable Senators Beaudoin, Carstairs, Doyle, Gigantès, Lewis, Milne, Moore and Pearson. (8)

In attendance: Gérald Lafrenière, Research Officer, Research Branch of the Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, November 27, 1996, the committee continued its consideration of the Regulations pursuant to Section 118 of the Firearms Act. (See Issue No. 39, Wednesday, December 4, 1996, for full text of Order of Reference.)

The committee considered a draft report.

It was agreed -- THAT a revised draft report would be distributed to members of the committee for comment prior to a meeting being held to approve the final version of the report.

The committee discussed future business.

At 5:25 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Legal and Constitutional Affairs, met this day, in Room 256-S, Centre Block, at 10:32 a.m., the Chair, the Honourable Senator Sharon Carstairs, presiding.

Members of the committee present: The Honourable Senators Beaudoin, Carstairs, Doyle, Gigantès, Lewis, Milne, and Moore. (7)

Other senator present: The Honourable Senator Corbin. (1)

In attendance: Mollie Dunsmuir, Research Officer, Research Branch of the Library of Parliament.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Solicitor General of Canada:

Mr. Robert Cormier, Director, Corrections Policy, Corrections Branch;

Mr. Normand Payette, Senior Policy Analyst, Corrections Policy, Corrections Branch.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, February 11, 1997, the committee commenced its consideration of Bill C-53, An Act to amend the Prisons and Reformatories Act.

The Chair made an opening statement.

Mr. Cormier made a statement and, along with Mr. Payette, answered questions.

It was moved by the Honourable Senator Milne -- THAT Bill C-53 be reported to the Senate without amendment.

The question being put on the motion, it was agreed.

At 10:55 a.m., the Ccmmittee adjourned to the call of the Chair.
