The Standing Senate Committee on Social Affairs, Science and Technology, met at 9:35 a.m. this day, the Chair, the Honourable Senator Mabel DeWare, presiding.

Members of the Committee present: The Honourable Senators Anderson, Bonnell, Bosa, Cohen, Cools, DeWare, Lavoie-Roux, Losier-Cool, Phillips and Rompkey (10).

In attendance: From the Research Branch of the Library of Parliament: Grant Purves, Research officer.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Department of Human Resources Development:

Peter Harrison, Associate Deputy Minister;

Gordon McFee, Acting Director General, Insurance Policy, Insurance;

Robert Cook, Counsel, Legal Services.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, April 30, 1996, the Committee began its consideration of Bill C-11, An Act to establish the Department of Human Resources Development and to amend and repeal certain related Acts.

Peter Harrison, Associate Deputy Minister, made an opening statement and answered questions.

The Honourable Senator Rompkey moved that Bill C-11 be reported back to the Senate without amendment, but with the following recommendation: That the government examine the feasibility of transferring the responsibility for the Status of Women to the Department of Human Resources Development.

The question being put on the motion, it was, by a show of hands, adopted: 7 yeas, 1 nay, and 1 abstention.

At 10:30 a.m., the Committee moved in camera.

The Standing Senate Committee on Social Affairs, Science and Technology met at 4:20 p.m. this day, the Chair, the Honourable Senator Mabel DeWare, presiding.

Members of the Committee present: The Honourable Senators Bosa, Cohen, DeWare, Gigantès, Lavoie-Roux and Rompkey (6).

Other Senator present: The Honourable Senator Haidasz.

In attendance: From the Research Branch of the Library of Parliament: Grant Purves, Research Officer.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Department of Human Resources Development:

Warren Edmondson, Director General, Federal Mediation and Conciliation Service;

Robert Cook, Counsel, Legal Services.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, May 8, 1996, the Committee resumed consideration of Bill C-3, An Act to amend the Canada Labour Code (nuclear undertakings) and to make a related amendment to another Act.

Messrs Warren Edmondson and Robert Cook answered questions.

It was moved by the Honourable Senator Lavoie-Roux that clause 121.2(5) of the Bill be amended to strike the word "consultation" and replace it with the word "agreement."

The question being put on the motion, it was, by a show of hands, defeated: 2 yeas, 5 nays.

It was moved by the Honourable Senator Bosa that the Bill be reported without amendment.

The question being put on the motion, it was agreed, on division.

The Chair presented the First Report of the Subcommittee on Agenda and Procedure:

The Subcommittee on Agenda and Procedure of the Standing Senate Committee on Social Affairs, Science and Technology has the honour to present its

FIRST REPORT

Your Subcommittee met in camera on Tuesday, May 14, 1996 at 3:20 p.m. to consider matters of agenda relating to its budget on legislation and communications proposals.

Present at the meeting: The Honourable Senators Bosa, DeWare and Rompkey (3).

Your Subcommittee recommends the following:

1. That of the three communications proposals before the Committee, the Newman Communications proposal be adopted at a decreased rate of $500 per day.

2. That the budget on legislation be adopted as follows:

SUMMARY OF EXPENDITURES:

Professional and Special Services..........................................$12,900.00
Transportation and Communications........................................26,064.00
All Other Expenditures.................................................................500.00

TOTAL................................................................................$39,464.00
