The Standing Senate Committee on Social Affairs, Science and Technology met at 10:05 a.m. this day, the Chair, the Honourable Senator Mabel M. DeWare, presiding.

Members of the Committee present: The Honourable Senators Bonnell, Bosa, Cohen, Cools, DeWare, Forest, Haidasz, Keon and Lavoie-Roux (9).

In attendance: From the Research Branch of the Library of Parliament: Grant Purves and Laura Snowball, Research Officers.

Also in attendance: The official reporters of the Senate.

WITNESS:

From Labstat Inc.:

Mr. W. S. Rickert, Ph.D., President.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 21, 1996, the Committee began its consideration of Bill S-5, an Act to restrict the manufacture, sale, importation and labelling of tobacco products.

Doctor Rickert made an opening presentation and answered questions.

It was agreed -- That Dr. Rickert leave a copy of his curriculum vitae with the Clerk for distribution to Committee members.

At 11:12 a.m., the Committee adjourned to the call of the Chair.

The Standing Senate Committee on Social Affairs, Science and Technology met at 5:10 p.m. this day, the Chairman the Honourable Senator Mabel M. DeWare, presiding.

Members of the Committee present: The Honourable Senators Bonnell, Bosa, Cohen, DeWare and Haidasz (5).

Other senators present: The Honourable Senator Kelly (1).

In attendance: From the Research Branch of the Library of Parliament: Laura Snowball and Grant Purves, Research Officers.

Also in attendance: The official reporters of the Senate.

From the Canadian Tobacco Manufacturers' Council:

Robert R. Parker, President;

Marie-Josée Lapointe, Communications Director.

From the National Association of Tobacco and Confectionery Distributors:

Mark Tobenstein, President;

Luc Dumulong, Executive Vice-President.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 21, 1996, the Committee resumed its consideration of Bill S-5, An Act to restrict the manufacture, sale, importation and labelling of tobacco products.

Mr. Parker made an opening statement and, together with Ms. Lapointe, answered questions.

Mr. Dumulong made an opening statement and, together with Mr. Tobenstein, answered questions. Mr. Dumulong offered to provide the retailers' briefing package under the "Operation I.D." programme to the Committee. This package was retained by the Committee as Exhibit No. 5900 S2/S-5-11 "1"

At 6:45 p.m., the Committee adjourned to the call of the Chair.
