The Standing Senate Committee on Social Affairs, Science and Technology met at 8:40 a.m. this day, the Chair, the Honourable Senator Mabel M. DeWare, presiding.

Members of the Committee present: The Honourable Senators Bosa, Bonnell, Cohen, Comeau, DeWare, Forrestall, Landry, Losier-Cool, Mercier and Simard (10).

Other senators present: The Honourable Senator Hébert.

In attendance: From the Research Branch of the Library of Parliament: Grant Purves and Kevin Kerr, Research Officers.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Department of Human Resources Development:

Norine Smith, Assistant Deputy Minister;

Gordon McFee, A/Director General, Insurance Policy;

Mike Wood, Senior Policy Analyst, U.I. Policy Analysis.

Pursuant to the Order of Reference adopted by the Senate on Thursday, October 3, 1996, the Committee began its examination of the Employment Insurance (Fishing) Regulations made under section 153 of the Employment Insurance Act and approved on September 17, 1996, and any matter relating thereto.

Norine Smith made an opening statement and, together with Gordon McFee and Mike Wood, answered questions.

The Human Resources Development officials provided a copy of the mailing list of where information packages on the Employment Insurance (Fishing) Regulations had been sent. This was retained by the Committee as Exhibit No. 5900 S2/SS2-12 "1".

The Chairman tabled a letter from Elsie Wayne, M.P., stating that she had not received an information package. This was retained as Exhibit No. 5900 S2/SS2-12 "2".

The Honourable Senator Cohen moved that, if the fishing industry is interested in discussion and debate, then they should come to Ottawa as soon as it can be arranged.

After discussion, the question being put on the motion, it was, by a show of hands, negatived: Yeas: 4; Nays: 5.

The Honourable Senator Bosa moved that the Committee report that it has examined the Employment Insurance (Fishing) Regulations made under section 153 of the Employment Insurance Act and approved on September 17, 1996, and considers its examination completed.

The question being put on the motion, it was agreed.

The Honourable Senator Forrestall tabled a list of questions for response by the Department of Human Resources Development and moved that they be appended to today's minutes of proceedings as Appendix No. 5900 S2/SS2-12 "1".

The question being put on the motion, it was agreed.

The Honourable Senator Bonnell moved that the responses sent by the Department of Human Resources Development be forwarded to members of the Committee.

The question being put on the motion, it was agreed.

At 9:58 a.m., the Committee adjourned to the call of the Chair.
