The Standing Senate Committee on Social Affairs, Science and Technology met at 9:35 a.m. this day in Room 256-S, Centre Block, the Chair, the Honourable Senator Mabel M. DeWare, presiding.

Members of the committee present: The Honourable Senators Bonnell, Bosa, DeWare, Forest, Haidasz, Losier-Cool and Perrault (7).

In attendance: From the Research Branch of the Library of Parliament: Laura Snowball and Grant Purves, Research Officers.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Non-Smokers' Rights Association:

Eric LeGresley, Legal Counsel.

From the Canadian Cancer Society:

Maurice Gingues, Project Manager;

Rob Cunningham, Policy Analyst.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 21, 1996, the committee resumed its consideration of Bill S-5, An Act to restrict the manufacture, sale, importation and labelling of tobacco products, (for complete text of Order of Reference see proceedings of the committee dated October 1, 1996, Issue No. 11).

Mr. LeGresley made an opening statement and answered questions.

At 10:13 a.m., Messrs Gingues and Cunningham made an opening statement and answered questions.

Mr. Gingues tabled an article entitled Trends in Mortality from Smoking-Related Cancers, 1950 to 1991, which was retained by the Clerk of the committee as Exhibit No. 5900 S2/S-5-13 "2".

At 11:00 a.m., the committee adjourned to the call of the Chair.
