The Standing Senate Committee on Social Affairs, Science and Technology met at 9:30 a.m. this day in Room 256-S, Centre Block, the Chair, the Honourable Senator Mabel M. DeWare, presiding.

Members of the committee present: The Honourable Senators Bonnell, Bosa, Cools, DeWare, Forest, Haidasz, Lavoie-Roux, Losier-Cool, Maheu, Phillips (10).

In attendance: From the Research Branch of the Library of Parliament: Grant Purves, Research Officer.

Also in attendance: The official reporters of the Senate.

APPEARING:

Honourable Alfonso Gagliano, P.C., M.P., Minister of Labour.

WITNESSES:

From the Department of Human Resources Development:

David Head, Director General, Parts II and III Review Task Force;

Judith Weinman, Legislative Consultant, Part III Review.

Pursuant to the Order of Reference adopted by the Senate on Thursday, November 7, 1996, the committee began consideration of Bill C-35, An Act to amend the Canada Labour Code (minimum wage).

The Honourable Alfonso Gagliano made an opening statement and, together with David Head and Judith Weinman, answered questions.

The Honourable Senator Bosa moved, -- THAT the committee report Bill C-35 without amendment.

The question being put on the motion, it was agreed.

After debate, the Honourable Senator Cools moved, -- THAT the following observation be attached to the report:

That government departments exercise caution in presenting legislation to Parliament for passage ex post facto.

The Honourable Senator Bonnell moved, -- THAT the Honourable Senator Cools' observation be reviewed by the steering committee prior to being included in the report.

The question being put on the motion, it was agreed.

Senator Bonnell moved, -- THAT the budget of the Subcommittee on Post-Secondary Education be adopted as tabled.

After debate, it was agreed on division.

At 10:35 a.m., the committee adjourned to the call of the Chair.
