The Standing Senate Committee on Social Affairs, Science and Technology met at 3:10 p.m. this day in Room 520, Victoria Building, the Chairman, the Honourable Senator Mabel M. DeWare, presiding.

Members of the committee present: Bonnell, Bosa, Cools, Cohen, DeWare, Forest, Jessiman, Lavoie-Roux, Losier-Cool, Perrault and Phillips (11).

Other senator present: The Honourable Senator Landry.

In attendance: From the Research Branch of the Library of Parliament: Kristen Douglas, Grant Purves and Kate Dunkley, Research Officers.

Also in attendance: The official reporters of the Senate.

From the Equitable Child Maintenance and Access Society:

Marina Forbister, President;

Michael A. LaBerge, Secretary.

From R.E.A.L. Women of Canada:

Pursuant to the Order of Reference adopted by the Senate on Thursday, November 28, 1996, the committee resumed consideration of Bill C-41, An Act to amend the Divorce Act, the Family Orders and Agreements Enforcement Assistance Act, the Garnishment, Attachment and Pension Diversion Act and the Canada Shipping Act (for full text of Order of Reference see proceedings of the committee dated December 4, 1996, Issue No. 15).

Marina Forbister requested that the Equitable Child Maintenance and Access Society's written submission be considered as part of their oral presentation. The written submission was retained by the Clerk as Exhibit No. 5900 S2/C-41 17 "1".

The question being put on the motion, it was agreed.

Marina Forbister and Michael LaBerge made an opening statement and answered questions.

The Honourable Senator Cools moved -- THAT the recommendations presented by the Equitable Child Maintenance and Access Society be printed as an appendix to this day's Minutes of Proceedings as Appendix No. 5900 S2/C-41, 17 "1".

The question being put on the motion, it was agreed.

At 4:00 p.m., Gwen Landolt made an opening statement and answered questions.

The Honourable Senator Bosa moved -- THAT the brief presented by R.E.A.L. Women of Canada be printed as an Appendix to this day's Minutes of Proceedings as Appendix No. 5900 S2/C-41 17 "2".

The question being put on the motion, it was agreed.

At 4:55 p.m., Philip Epstein made an opening statement and answered questions.

At 5:40 p.m., the committee adjourned to the call of the Chair.

After discussion, the question being put on the motion, it was, by a show of hands, adopted: yeas: 7; nays: 5.

At 12:27 p.m., the committee adjourned to the call of the Chair.
