The Standing Senate Committee on Social Affairs, Science and Technology met at 8:40 a.m. this day in Room 256-S, Centre Block, the Chair, the Honourable Senator Mabel M. DeWare, presiding.

Members of the committee present: The Honourable Senators Bonnell, Bosa, Cohen, Cools, DeWare, Forest, Jessiman, Lavoie-Roux, Losier-Cool and Maheu (10).

In attendance: From the Research Branch of the Library of Parliament: Grant Purves and Kate Dunkley, Research Officers.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Saskatchewan Department of Justice:

Betty Ann Pottruff, Q.C., Co-Chair of Federal-Provincial Task Force on Implementing Guidelines.

From Revenue Canada:

Denis Lefebvre, Assistant Deputy Minister, Policy and Legislation Branch.

From the Ottawa Association of Family Mediators:

Connie Renshaw, Family Mediator.

From the Catholic Women's League of Canada:

Jakki Jeffs, President, Hamilton Diocesan Centre.

Pursuant to the Order of Reference adopted by the Senate on Thursday, November 28, 1996, the committee resumed consideration of Bill C-41, An Act to amend the Divorce Act, the Family Orders and Agreements Enforcement Assistance Act, the Garnishment, Attachment and Pension Diversion Act and the Canada Shipping Act (For complete text of Order of Reference see Proceedings of the Committee dated December 4, 1996, Issue No. 15).

Betty Ann Pottruff, Q.C., made an opening statement and answered questions.

At 9:45 a.m., Denis Lefebvre made an opening statement and answered questions.

At 10:20 a.m., the meeting was suspended.

At 10:30 a.m., the meeting resumed.

Connie Renshaw made an opening statement and answered questions.

At 11:35 a.m., Jakki Jeffs made an opening statement and answered questions.

At 12:20 p.m., the committee adjourned to the call of the Chair.
