The Standing Senate Committee on Aboriginal Peoples, met at 5:30 p.m., this day, in camera, in Room 705, Victoria Building, the Chairman, the Honourable Charlie Watt, presiding.

Members of the committee present: The Honourable Senators Adams, Andreychuk, Austin, P.C., Forest, St. Germain, P.C., Pearson and Taylor (7).

In attendance: From the Library of Parliament: Jill Wherrett.

The committee proceeded to discuss its future business.

The committee undertook discussion of the written responses provided by the Department of Veterans Affairs and the Department of Indian Affairs and Northern Development to the committee`s report on "The Aboriginal Soldier After the Wars".

It was agreed to invite the Department of Veterans Affairs and the Department of Indian Affairs and Northern Development to provide further explanation of their responses to the committee regarding the committee's report on "The Aboriginal Soldier After the Wars".

The Chairman, the Honourable Charlie Watt, outlined a proposal for a special study by the committee to examine the practical means of implementing the recommendations respecting aboriginal governance of the Royal Commission on Aboriginal Peoples.

The Honourable Senator Pearson moved -- That the Subcommittee on Agenda and Procedure be empowered to develop the terms of reference for a special study on the issues of the aboriginal governance.

The question being put on the motion, it was resolved in the affirmative.

At 6:20 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Aboriginal Peoples, met at 10:12 a.m. this day, in camera, in Room 256, Centre Block, the Chairman, the Honourable Charlie Watt, presiding.

Members of the committee present: Adams, Andreychuk, Berntson, Beaudoin, Johnson, Pearson, Taylor and Watt (8).

In attendance: From the Library of Parliament: Jill Wherrett.

Other senator present: The Honourable Senator Corbin.

The ccommittee proceeded to discuss its future business.

Jill Wherrett, the committee researcher, briefed members of the committee on the governance aspects of the report of The Royal Commission on Aboriginal Peoples and on the response of the federal government to the report.

A discussion ensued on the committee's special study on aboriginal governance.

The Chairman presented a budget proposal for the special study.

After debate, the Honourable Senator Pearson moved -- That the committee delegate to the Subcommittee on Agenda and Procedure the authority to finalize a budget for the special study and the authority to engage the personnel required for the study.

The question being put on the motion, it was resolved in the affirmative.

The Chairman informed the committee that the Honourable Nick Taylor was the third member of the Subcommittee on Agenda and Procedure.

At 11:42 a.m., the committee adjourned to the call of the chair.

The Standing Senate Committee on Aboriginal Peoples, met at 5:27 p.m., this day, in camera, in Room 705, of the Victoria Building, the Chairman, the Honourable Charlie Watt, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Berntson, Chalifoux, Forest, Johnson, Kinsella, Pearson and Watt (9).

In attendance: From the Library of Parliament: Jill Wherrett.

Other senator present: The Honourable Senator Butts.

The committee undertook discussion of its future business.

The Chairman informed members of the committee that the committee will be meeting on Tuesday March 17, 1998 with the Department of Veterans Affairs and the Department of Indian Affairs on the Report on Aboriginal Veterans.

The Honourable Senator Butts gave an overview of Bill C-30, the Mi'kmaq Education Act, to the members of the committee.

The committee undertook discussion of its special study on aboriginal governance.

After debate, it was agreed that the budget of $27,000 granted until the end of March 1998 to the committee for the special study would be used to hire staff for the purpose of developing a detailed workplan for the ommittee. It was, furthermore, agreed that the special study should focus on the meaning and implications of implementing a third order of government for Aboriginal peoples.

After debate, it was agreed that the clerk of the committee would distribute to all members of the committee the résumés of candidates being proposed by the Chairman for positions on the special study. Members will have until March 6, 1998 to make comments on the proposed candidates.

At 6:30 p.m., the committee adjourned to the call of the chair.

The Standing Senate Committee on Aboriginal Peoples, met at 10:10 a.m., this day, in Room 160-S, Centre Block, to follow up on the committee report on "The Aboriginal Soldier after the Wars".

Members of the committee present: The Honourable Senators Adams, Andreychuk, Chalifoux, Forest, Johnson, Pearson, Taylor and Watt (8).

Other senator present: The Honourable Senator Butts.

In attendance: From the Library of Parliament: Jill Wherrett.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Department of Veterans Affairs:

David Nicholson, Deputy Minister;

David MacDonald, Director, Property Management; and

Harry Adderley, Director, Special Projects.

From the Department of Indian Affairs and Northern Development:

Matthew King, Director General, Strategic Policy Branch;

Daniel McDougall, Acting Director, Policy Management Directorate;

Robert Eyahpaise, Acting Director, Lands Directorate; and

Rick Simison, Manager, Land Research

Mr. Nicholson of the Department of Veterans Affairs and Mr. King of the Department of Indian Affairs both made opening statements and, with Mr. Adderley, Mr. Eyahpaise, Mr. McDougall and Mr. Simison, answered questions.

At 11:45 a.m., it was agreed to continue the sitting in camera for the purpose of discussing the future business of the committee.

The committee undertook discussion of the staff to be hired for the special study on aboriginal governance.

After debate, the Honourable Senator Pearson moved -- That, pursuant to the budget authority adopted by the Senate on February 17, 1998, the committee retain the services of Rosemarie Kuptana as coordinator for its special study on aboriginal governance.

The question being put on the motion, it was adopted.

After debate, it was agreed to authorize the Subcommittee on Agenda and Procedure to hire the other staff necessary to carry out the special study on aboriginal governance.

With respect to the membership of the Subcommittee on Agenda and Procedure, after debate, the Honourable senator Pearson moved -- that the membership of the subcommittee be increased from three to five.

The question being put on the motion, it was adopted.

At 12:10 p.m., the committee adjourned to the call of the chair.
