The committee on Aboriginal Peoples met at 10:10 a.m., this day, in camera , in Room 160-S of the Centre Block, the Chairman the Honourable Charlie Watt presiding.

Members of the committee present: The Honourable Senators Adams, Andreychuk, Austin, Beaudoin, Berntson, Chalifoux, Johnson, Pearson, St. Germain, P.C., Taylor and Watt (11).

Also in attendance: From the Library of Parliament, Jill Wherrett, Rosemarie Kuptana, Konrad Sioui, First Nations Specialist, Jean-Guy Desgagné, Communications Specialist.

After debate, the Honourable St. Germain moved that -- the minutes of the meeting of the subcommittee on Agenda and Procedure be adopted.

The question being put on the motion it was adopted.

The committee undertook discussion of its future business.

The Clerk presented members with a table of expenditures incurred by the special study on Aboriginal governance.

After debate, it was agreed that information be added to the table indicating forecast expenditures in addition to those already incurred.

The coordinator of the special study presented a summary of the activities of the special study staff.

The committee undertook discussion of the directions of the special study.

After debate, it was agreed that the committee researcher provide a written overview of the existing information on Aboriginal self-government including the work done by the Royal Commission on Aboriginal Peoples.

The committee undertook discussion of the creation of a Round Table with Aboriginal representatives for the purpose of carrying out the special study.

At 11:52 a.m., the committee adjourned to the call of the Chair.

The committee on Aboriginal Peoples met at 16:42 p.m., this day, in camera , in Room 160-S of the Centre Block, the Chairman the Honourable Charlie Watt presiding.

Members of the committee present: The Honourable Senators Adams, Andreychuk, Austin, Gill, Johnson, Pearson, Taylor and Watt.

Also in attendance: From the Library of Parliament, Jill Wherrett, Konrad Sioui, First Nations Specialist, Jean-Guy Desgagné, Communications Specialist.

The committee undertook discussion of its future business.

The committee continued its discussion regarding the formation of a Round Table for the special study on Aboriginal self-government.

After debate, it was agreed that the Honourable Senator Austin would present a motion in writting with respect to the Round Table at the next meeting of the committee.

The committee undertook discussion of how to proceed on Bill S-14, the First Nations Government Act.

After debate, it was agreed to invite the sponsor of the bill, the Honourable Senator Tkachuk before the committee to discuss when and how the committee should proceed with the bill.

The committee undertook discussion of the proposed special study on the Social Housing Programs of the CMHC.

After debate, it was agreed to invite the Honourable Senator Chalifoux before the committee to discuss when and how to proceed with the special study.

The Chairman proposed that the committee request a background document be prepared on the issue of coexistence with titles.

The Honourable Senator Austin proposed that the Department of Justice also be requested to produce such a document.

After debate, it was agreed that a proposal be presented to the committee outlining the contents and purpose of such a document.

The Chairman presented a summary of his participation at the Arctic Council Conference held in Iqaluit, Nunavut.

It was agreed that the next meeting of the committee be held Tuesday September 29, 1998.

At 18:01 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Aboriginal Peoples met at 10:10 a.m., this day, in camera, in Room 160-S of the Centre Block, the Chairman the Honourable Charlie Watt presiding.

Other senators present: The Honourable Senators Tkachuk and Wilson (2).

Also in attendance: From the Library of Parliament, Jill Wherrett, Konrad Sioui, First Nations Specialist and Jean-Guy Desgagné, Communications Specialist.

The committee undertook discussion of its future business.

After debate, it was agreed to refer the motion on the formation of a Round Table for the special study on Aboriginal governance for finalization to the Subcommittee on Agenda and Procedure.

The Honourable Senator Tkachuk made a presentation on Bill S-14, the First Nations Government Act and proposed that the committee examine and report the Bill back to the Senate before Christmas.

Debate by members centred on the relationship of Bill S-14 to the committee's special study on Aboriginal governance.

After debate, it was agreed to refer the matter of how and when the committee should proceed on Bill S-14 to the Subcommittee on Agenda and Procedure.

The Honourable Senator Chalifoux made a presentation on the proposal to carry out a special study on the Social Housing Programs of the Canadian Mortgage and Housing Corporation.

The Honourable Senator Andreychuk proposed that the special study take the form of a fact-finding mission by some members of the committee.

It was agreed that the Honourable Senator Chalifoux would provide the Sub-committee on Agenda and Procedure with terms of reference for the study.

The Honourable Senator Adams indicated that he would be willing to serve as a member of the special study on Social Housing Programs.

At 11:37 a.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, December 9, 1997, the Committee began its examination of Aboriginal self-government.

Mr. Saunders, Mr. Wawshish and Mr. Kanawetat made a presentation and answered questions from members of the committee.
