The Standing Senate Committee on Foreign Affairs met this day at 4:40 p.m. in Room 356-S of the Centre Block, the Chairman, the Honourable John B. Stewart, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Bolduc, Carney, Corbin, Doody, Grafstein, Stewart, Stollery and Whelan (9).

Other senator present: The Honourable Donald H. Oliver (1).

Also present: From the Research Branch of the Library of Parliament: Mr. Peter Berg, Economics Division.

In attendance: The official reporters of the Senate.

WITNESSES:

From the Department of Finance:

Bruce Rayfuse, Acting Director, International Finance and Economic Analysis Division;

From the Department of Foreign Affairs and International Trade:

Laurette Gauthier Glasgow, Director, International Economic Relations Division; and

Ingrid Hall, Director General, South Asia and Southeast Asia Division;

From CIBC Wood Gundy:

Subodh Kumar, Managing Director, Securities.

The committee resumed consideration of its order of reference pertaining to relations between Canada and the Asia-Pacific region (See committee proceedings of October 29, 1997, Issue No. 2).

The witnesses each made a presentation and took questions from committee members.

The committee considered its future business.

Senator Andreychuk moved that the committee adopt the following draft order of reference:

That the Standing Senate Committee on Foreign Affairs be authorized to examine and report on the consequences for Canada of the emerging European Monetary Union and on other related trade and investment matters;

That the committee have the power to engage the services of such counsel and technical, clerical and other personnel as may be necessary for the purpose of its examination and consideration of the said order of reference;

That the committee have the power to adjourn from place to place inside and outside Canada; and

That the committee report from time to time and submit its final report no later than December 15, 1999.

The question being put on the motion, it was resolved in the affirmative.

The Chairman advised the members of three possible sitting dates before the parliamentary break: one on Tuesday, November 18, 1997 from 10:30 a.m. to 11:30 a.m. with a parliamentary delegation from Romania; one on Wednesday, November 19, at 4 p.m. with a parliamentary delegation from the Bahamas; and one in early December with the Australian Minister of Foreign Affairs.

At 6:05 p.m., the committee adjourned to the call of the Chair.
