The Standing Senate Committee on Foreign Affairs met at 5:38 p.m., this day, in Room 160-S, Centre Block, the Chair, the Honourable John B. Stewart, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Bolduc, Corbin, Di Nino, Grafstein, Stewart, Stollery and Whelan, P.C. (8).

In attendance: Peter Berg and Julie Cusson, Research Officers, Research Branch, Library of Parliament.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Department of Finance:

Terry Collins-Williams, Director, International Trade Policy Division;

Carol Nelder-Corvari, Chief, Trade Remedies and General Economic Relations;

Pat Saroli, Senior Economist, Trade Remedies and General Economic Relations.

From Revenue Canada:

Wayne Neamtz, Director, Operational Policy, Anti-dumping and Countervailing Directorate, Customs and Trade Administration Branch;

Don Orth, Senior Policy Analyst, Anti-dumping and Countervailing Division, Customs, Excise and Taxation Branch.

From the Canadian International Trade Tribunal:

Gerry Stobo, General Counsel;

Peter Welsh, Research Director.

Pursuant to the Order of Reference adopted by the Senate on February 17, 1999, the committee proceeded to consider Bill C-35, An Act to amend the Special Import Measures Act and the Canadian International Trade Tribunal Act.

The witnesses made opening statement and answered questions.

It was agreed, -- That the document entitled: "Preparations for Multilateral Trade Negotiations: A Discussion Paper on Anti-Dumping Measures, Department of Finance, International Trade Policy Division, February, 1999", (15 pages) submitted by the witnesses from the Department of Finance be filed as an exhibit with the Clerk of the Committee (Exhibit No. 5900 F2/C-35, 31 "1").

At 7:00 p.m., the committee adjourned to the call of the Chair.

Other senator present: The Honourable Senator Roche (1).

In attendance: Peter Berg and Julie Cusson, Research Officers, Research Branch, Library of Parliament.

The committee proceeded to consider future business.

It was agreed -- That, pursuant to committee resolution dated Wednesday, February 10, 1999, the proposed travel to Russia, Ukraine and the Caspian Sea region take place no earlier than September 1, 1999.

At 5:02 p.m., the committee adjourned to the call of the Chair.
