The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 257, East Block, at 10:46 a.m. the Chair, the Honourable Lorna Milne, presiding.

Members of the committee present: The Honourable Senators Beaudoin, Bryden, Fraser, Grafstein, Joyal, P.C., Mahovlich, Milne, Moore and Nolin (9).

Other senators present: The Honourable Senators Kenny and Pearson (2).

In attendance: Mollie Dunsmuir and Nancy Holmes, Research Officers, Research Branch, Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, December 8, 1998, the committee continued its consideration of Bill C-42, An Act to amend the Tobacco Act. (For full text of order of reference, please see Issue no. 49, Wednesday, December 9, 1998).

The Chair made a statement.

It was moved by the Honourable Senator Bryden -- That the committee dispense with clause-by-clause consideration of Bill C-42.

The question being put on the motion, it was agreed.

It was moved by the Honourable Senator Mahovlich -- That Bill C-42 be reported to the Senate without amendment.

The question being put on the motion, it was agreed.

After debate, it was agreed that the Chair follow up with a letter to the Minister about certain concerns of the committee.

At 11:28 a.m., the committee adjourned to the call of the Chair.
