The Standing Senate Committee on Aboriginal Peoples met in camera, at 9:10 a.m., this day, in room 160-S, Centre Block, the Chair, the Honourable Senator Watt, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Austin, P.C., Chalifoux, Christensen, DeWare, Gill, St. Germain, P.C., Sibbeston and Watt (9).

In attendance: From the Library of Parliament: Mary Hurley and Consultant: Alex Ker.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 24, 1999, the committee continued its examination on aboriginal self-government.

The committee continued its consideration of a draft report.

The Honourable Senator St. Germain informed the committee that he would temporarily resign from his position as Deputy Chair of the Committee until such time as the Report on Aboriginal self-government were tabled.

The Honourable Senator St. Germain moved, -- That the Honourable Senator Johnson be appointed in absentia as Deputy Chair of the Committee until such time as the committee's report entitled "Forging New Relationships: Aboriginal Governance in Canada" has been tabled.

The question being put on the motion, it was resolved in the affirmative.

The Honourable Senator St. Germain moved adoption of the committee's report entitled "Forging New Relationships: Aboriginal Governance in Canada".

The question being put on the motion, it was resolved in the affirmative.

The committee discussed future business.

At 10:45 a.m., the committee adjourned to the call of the Chair.

Other senator present: The Honourable Senator Sparrow (1).

In attendance: From the Library of Parliament: Mary Hurley and Tonina Simeone; From the Senate Committees Directorate: Josée Thérien, Legislative Clerk.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 24, 1999, the committee continued its examination on aboriginal self-government.

The committee discussed future business.

At 9:30 a.m., the meeting was suspended.

At 10:35 a.m., the meeting resumed.

It was moved that the committee invite the Honourable Robert Nault, Minister of Indian and Northern Affairs Canada, to appear on Bill C-9, the Nisga'a Final Agreement Act, on Wednesday, February 16, 200 at 6:00 p.m.

The question being put on the motion, it was agreed.

At 11:10 a.m., the committee adjourned to the call of the Chair.
