The Standing Senate Committee on Aboriginal Peoples met at 9:00 a.m., this day, in room 257, East Block, the Chair, the Honourable Senator Chalifoux, presiding.

Members of the committee present: Andreychuk, Chalifoux, Christensen, Cochrane, Gill, Johnson, Pearson, Rompkey, P.C., Sibbeston and Watt (10).

In attendance: From the Library of Parliament: Mary Hurley.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Department of Indian Affairs and Northern Development:

Bill Austin, Assistant Deputy Minister, Claims and Indian Government;

Sandy Jackson, Chief Federal Negotiator, Self-Government;

Gord Kitchen, Director, Land Entitlement and Claims Implementation.

Pursuant to the Order of Reference adopted by the Senate on Monday, October 16, 2000, the committee began its examination of Bill C-14, An Act respecting an agreement with the Norway House Cree Nation for the settlement of matters arising from the flooding of land, and respecting the establishment of certain reserves in the province of Manitoba.

The Chair of the Committee presided over the election of the Deputy Chair.

The Honourable Senator Andreychuk moved, -- That the Honourable Senator Cochrane be Deputy Chair of this Committee.

The question being put on the motion, it was resolved in the affirmative.

Bill Austin made an opening statement and, together with Gord Kitchen and Sandy Jackson, answered questions.

At 10:05, a.m., the meeting was suspended to prepare for video conferencing.

At 10:45 a.m., the meeting was adjourned to the call of the Chair due to technical difficulties.

At 5:30 p.m., Fred Muskego made an opening statement and answered questions.

At 6:00 p.m., the meeting suspended.

At 6:15 p.m., the meeting resumed, with officials from the Department of Indian Affairs and Northern Development in attendance.

Sandy Jackson and Bill Austin answered questions.

At 6:35 p.m., it was agreed that the committee proceed to clause-by-clause consideration of Bill C-14, An Act respecting an agreement with the Norway House Cree Nation for the settlement of matters arising from the flooding of land, and respecting the establishment of certain reserves in the province of Manitoba.

It was moved by the Honourable Senator Pearson -- That the committee adopt the title, the preamble, all clauses, and the schedule of Bill C-14, An Act respecting an agreement with the Norway House Cree Nation for the settlement of matters arising from the flooding of land, and respecting the establishment of certain reserves in the province of Manitoba.

The question being put on the motion, it was agreed.

It was agreed, that the Chair report the bill without amendment at the next sitting of the Senate.

At 6:40 p.m., the committee adjourned to the call of the Chair.
