The Standing Senate Committee on Legal and Constitutional Affairs met this day at 3:50 p.m. in Room 356-S, Centre Block, the Deputy Chair, the Honourable Gérald A. Beaudoin, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Buchanan, P.C., Christensen, Cools, Finestone, P.C., Joyal, P.C., Kinsella, Lynch-Staunton, Maheu, Moore, Nolin, and Pearson (13).

Other senators present: The Honourable Senators Grafstein, Prud'homme, P.C., and Taylor (3).

In attendance: From the Research Branch of the Library of Parliament: Margaret Young, Research Officer, and from the Committees and Private Legislation Directorate: Josée Thérien, Legislative Clerk.

Also in attendance: The official reporters of the Senate.

APPEARING:

The Honourable Elinor Caplan, P.C., M.P., Minister of Citizenship and Immigration.

WITNESSES:

From the Department of Citizenship and Immigration:

Janice Cochrane, Deputy Minister;

Joan Atkinson, Assistant Deputy Minister, Policy and Program Development;

Norman Sabourin, Registrar of Canadian Citizenship;

Rosaline Frith, Director General, Integration.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, June 20, 2000, the committee began its examination of Bill C-16, An Act respecting Canadian citizenship.

The Honourable Senator Beaudoin made a statement.

It was moved by the Honourable Senator Pearson -- That, any consideration of votes on any motions dealing with the disposition in committee of Bill C-16 be held no earlier than the completion of hearing all witneses.

After debate, with leave, it was agreed that the motion be modified by inserting the word "scheduled" between the words "all" and "witnesses."

After further debate, on motion of the Honourable Senator Kinsella, consideration of the motion as amended was, with leave of the committee, postponed until later this meeting.

The Honourable Elinor Caplan, P.C., M.P., made a statement and, together with the other witnesses, answered questions.

At 6:55 p.m., the committee proceeded in camera to consider its future business.

The committee resumed consideration of the motion of the Honourable Senator Pearson, as amended.

After further debate, the motion, as amended, was adopted.

At 6:58 p.m., the committee adjourned to the call of the Chair.

The witnesses made statements and answered questions.

At 12:38 p.m., the committee adjourned to the call of the Chair.
