The Standing Senate Committee on Aboriginal Peoples met at 9:35 a.m., this day, in room 160-S, Centre Block, the Chair, the Honourable Senator Chalifoux, presiding.

Members of the committee present: The Honourable Senators Callbeck, Chalifoux, Léger, Pearson, Sibbeston and Tkachuk (6).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Tonina Simeone and Mary Hurley.

Pursuant to the Order of Reference adopted by the Senate on Thursday, September 27, 2001, the committee proceeded to its examination of issues affecting urban Aboriginal youth, in particular, access, provision and delivery of services, policy and jurisdictional issues, employment and education, access to economic opportunities, youth participation and empowerment, and other related matters. (See Issue No. 6, Tuesday, October 23, 2001, for the full text of the Order of Reference.)

WITNESSES:

From the Department of Health Canada:

Mr. Scott Broughton, Assistant Deputy Minister, Population and Public Health Branch;

Mr. Claude Rocan, Director General, Centre for Healthy Human Development, Population and Public Health Mr. Branch;

Mr. Keith Conn, Acting Director General, Community Health Programs Directorate, First Nations and Inuit Health Branch;

Ms Wendy Birkinshaw, Senior Policy Analyst, Division of Childhood and Adolescence, Population and Public Health Branch.

Mr. Broughton made an opening statement and, along with other witnesses, answered questions.

At 10:15 a.m., the Honourable Senator Sibbeston took the Chair.

At 10:50 a.m., the committee adjourned to the call of the Chair.

Ms Bernier made an opening statement and with Ms Caverhill answered questions.
