The Standing Senate Committee on Foreign Affairs met this day at 4:30 p.m., in Room 160-S, Centre Block, the Chair, the Honourable Peter Stollery presiding.

Members of the committee present: The Honourable Senators Andreychuk, Bolduc, Carney, P.C., Corbin, Di Nino, Grafstein, Graham, P.C., Losier-Cool, Setlakwe and Stollery (10).

In attendance: Peter Berg, Research Officer, Research Branch, Library of Parliament.

Also in attendance: The official reporters of the Senate.

WITNESS:

As an Individual:

The Honourable Donald Macdonald, P.C.

Pursuant to the Order of Reference adopted by the Senate on March 1, 2001, the committee examined the consequences for Canada of the evolving European Union and on other related political, economic and security matters.

The Honourable Donald Macdonald, P.C. made a statement and answered questions.

At 6:00 p.m., the committee proceeded to sit in camera.

It was moved by the Honourable Senator DiNino that the draft budget for the Special Study on the European Union in the amount of $11,000.00 be adopted and that the chairman present it to the Standing Senate Committee on Internal Economy, Budget and Administration.

After debate, the question being put on the motion, it was agreed.

It was agreed that the draft budget for the Special Study on Foreign Relations in the amount of $44,150.00 as amended to allow money for two senators only, be adopted and that the chairman present it to the Standing Senate Committee on Internal Economy, Budgets and Administration.

It was further agreed that the draft budget for the Special Study on Russia and Ukraine in the amount of $317,620.00 as amended to cancel International Conferences and Invitations and allow more money to the Fact Finding Mission to Russia, be adopted and that the chairman present it to the Standing Senate Committee on Internal Economy, Budgets and Administration.

At 6:30 p.m., the committee adjourned to the call of the Chair.
