The Standing Senate Committee on Foreign Affairs met this day at 4:10 p.m., in Room 160-S, Centre Block, the Chairman, the Honourable Peter A. Stollery, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Austin, Bolduc, Corbin, De Bané, P.C., Grafstein, Graham, P.C., Losier-Cool and Stollery (9).

Other senator present: The Honourable Senator Prud'homme (1).

In attendance: John Wright, Research Officer, Research Branch, Library of Parliament.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Canadian Institute of Resources Law, University of Calgary:

Professor Janet Keeping.

From Department of Natural Resources Canada:

Mr. Neil McIlveen.

The committee resumed consideration of its order of reference pertaining to its study on developments in Russia and Ukraine (See committee proceedings of March 13, 2001, Issue No. 1).

Professor McIlveen and Professor Keeping made statements and answered questions.

At 5:40 p.m., the committee sat in camera.

The Chairman presented the following report of the Steering Committee:

Meeting of the Steering Committee of the

Standing Senate Committee on Foreign Affairs

April 24, 2001

Present: The Honourable Senators Andreychuk, Corbin and Stollery.
The meeting in camera started at 4 :00 p.m..
Senator Stollery presented the members with the schedule of meetings for the all day session on Monday April 30, 2001 and for the month of May.
After debate:
It was agreed - That the schedule was fine for April 30.
That the committee could have an informal meeting on May 8 with the Middle Power initiative.
That concerning the Washington fact finding mission:
That the schedule accommodate a return to Ottawa for the evening of May 16 leaving Washington at 19:00;
That 8 senators be allowed to travel in the name of the committee and that the division between parties be 5 liberals and 3 conservatives; and
That 2 staff members, the clerk and the Library of Parliament researcher be allowed to accompany the delegation.
That May 29 and 30 be reserved for both the Minister of International Trade and the Minister of Foreign Affairs.
That the Committee meets on Tuesday, May 1, to hear from the honourable senator Tunney.
That Professor Plekhanov and Mr. Timmerty of Northland Power be scheduled, if possible, in June.
At 4:30p.m., the committee adjourned.
It was moved by the Honourable Senator Corbin - That the report of the Steering Committee be adopted.

The question being put on the motion, it was agreed.

At 5:45 p.m., the committee adjourned to the call of the Chair.
