The Standing Senate Committee on Foreign Affairs met this day at 3:45 p.m., in Room 160-S, Centre Block, the Chair, the Honourable Peter Stollery, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Austin, P.C., Bolduc, Corbin, De Bané, P.C., Di Nino, Grafstein, Graham, P.C., Losier-Cool, Setlakwe and Stollery (11).

Other senators present: The Honourable Senators Finestone and Stratton.(2)

In attendance: John Wright, Research Officer, Parliamentary Research Branch, Library of Parliament.

Also in attendance: The official reporters of the Senate.

WITNESS:

From the University of Northern British Columbia:

Professor John Young.

The committee resumed consideration of its Order of Reference pertaining to its study on developments in Russia and the Ukraine (See committee proceedings of March 13, 2001, Issue No. 1).

Professor Young made a statement and answered questions.

At 4:40 p.m., the committee agreed to sit in camera.

Senators Austin and Stratton made a presentation on a possible reform of the Committees System of the Senate.

The committee proceeded to consider the invocation of rule 94.

It was moved by the Honourable Senator Di Nino -

That, pursuant to rule 94, committee members disclose the existence, source, and nature, but not the value, of their private financial interests, whether held directly or indirectly, in respect of the Committee's order of reference relating to the emerging political, social, economic and security developments in Russia and Ukraine; Canada's policy and interests in the region; and other related matters, which the committee was authorised by the Senate to study onMarch 1, 2001; and

That members be required to file the disclosure of private financial interests with the Clerk of the Committee byMay 18, 2001, after which date members who have not filed such a disclosure shall, in accordance with rule 94(7) be deemed to have declared that they have no private financial interests related to this order of reference; and

That, in accordance with rule 94(7), future members of the committee be required to complete this declaration within 30 days of being added to the membership of the committee; and

That members be authorised, in accordance with rule 94(5), to file with the Clerk of the Committee from time to time an update to this disclosure.

That, the Clerk be authorised to provide copies of disclosures by facsimile or post to the public upon request.

After debate, it was resolved in the affirmative

At 17:50 p.m., the committee adjourn to the call of the Chair.
