The Standing Senate Committee on Foreign Affairs met at 3:35 p.m. this day in room 160-S, Centre Block, the Chair, the Honourable Peter A. Stollery, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Austin, P.C., Bolduc, Banks, Carney, P.C., Corbin, Day, Finestone, P.C., Graham, P.C., Murray, P.C., Stollery and Tunney (12).

Other senator present: The Honourable Senator Spivak (1).

In attendance: From the Research Branch of the Library of Parliament, Peter Berg.

Also in attendance: The official reporters of the Senate.

The committee resumed consideration of its order of reference pertaining to its study of Bill C-6 (See committee proceedings of November 27, 2001, Issue No. 18).

WITNESSES:

As an individual:

Dr. Howard Mann, Legal and Consulting Practice inInternational Environment and Sustainable Development Law.

From Appleton and Associates:

Mr. Barry Appleton, Trade Lawyer.

Mr. Barry Appleton and Dr. Howard Mann made statements and answered questions.

At 5:17 p.m., the committee proceeded to sit in camera to discuss its future business concerning Bill C-6.

It was decided and agreed - That the committee hear next Tuesday, December 4, 2001, Mr. Nigel Banks, Professor of Law at the University of Calgary as well as the officials of the government for the Departments of Environment Canada, Foreign Affairs and of Justice; and,

That the committee, on Tuesday, December 11, 2001, proceed with clause-by-clause of Bill C-6.

At 5:50 p.m., the committee adjourned to the call of the Chair.
