The Standing Senate Committee on Foreign Affairs met this day in camera at 6:05 p.m., in room 160-S, Centre Block, the Chair, the Honourable Peter Stollery, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Austin, P.C., Corbin, Di Nino, Grafstein, Graham, P.C., Setlakwe and Stollery (8).

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Peter Berg and John Wright, Research Officers.

Also in attendance: David Murphy, researcher for Senator Stollery, Ian McKay Policy Advisor to Senator Austin, P.C., and Denis Robert from the Committees Directorate.

The committee resumed consideration of its Order of Reference pertaining to its study on developments in Russia and the Ukraine. (See committee proceedings of March 13, 2001, Issue No. 1.)

The committee proceeded to study the draft report.

After debate, It was agreed — That no interim report be produced, and — That the committee should build on this draft report to produce its final report in June.

At 7:30 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Foreign Affairs met this day in camera at 3:35 p.m., in room 160-S, Centre Block, the Chair, the Honourable Peter Stollery, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Austin, P.C., Bolduc, P.C., Corbin, Day, De Bané, P.C., Graham, P.C., Losier-Cool, Setlakwe, Stratton, and Stollery (11).

Other senators present: The Honourable Senators Roche and Wilson (2).

In attendance: From the Parliamentary Research Branch of the Library of Parliament, John Wright and Robin McKay, Research Officers.

The committee resumed consideration of its Order of Reference pertaining to its study on developments in Russia and Ukraine. (See committee proceedings of March 31, 2001, Issue No. 1.)

It was moved that the committee's travel to Russia and Ukraine be planned for the weeks of April 15 and 22, 2002.

The question being put on the motion, it was adopted.

It was moved that the committee adopt the following budget application for its special study on Russia and Ukraine for the fiscal year ending March 31, 2003:

Professional and Other Services:v  $ 43,000
Transportation and Communications: $197,630
All Other Expenditures: $ 500
TOTAL:  $241,130

The question being put on the motion, it was adopted.

At 3:55 p.m., the committee suspended.

At 4:05 p.m., the committee resumed in public and, pursuant to the Order of Reference adopted by the Senate on Friday, December 14, 2001, commenced its study Bill C-35, An Act to amend the Foreign Missions and International Organizations Act.

The Honourable Bill Graham, P.C., M.P., made a statement and, together with Messrs. Kennedy and Morrill, answered questions.

Mr. Borovoy made a statement and answered questions.

At 6:10 p.m., it was agreed that the committee adjourn to the call of the Chair.
