The Standing Senate Committee on Foreign Affairs met this day in camera at 6:15 p.m., in room 160-S, Centre Block, the Chair, the Honourable Peter A. Stollery, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Austin, P.C., Bolduc, Corbin, Day, De Bané, P.C., Di Nino, Graham, P.C., Setlakwe, and Stollery (10).

In attendance: From the Parliamentary Research Branch of the Library of Parliament: John Wright and Peter Berg, Research Officers.

The committee proceeded to discuss its future business:

It was agreed — That the committee would try to table its reports on Russia and Ukraine the week of May 20, 2002 and that the draft report, including the recommendations, be distributed to the members the week of April 30, 2002. In order to achieve this, the committee will request updated papers from Patrick Armstrong and from members of Team Canada that went to Russia.

At 7:00 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Foreign Affairs met this day in camera at 5:05 p.m., in room 160-S, Centre Block, the Chair, the Honourable Peter A. Stollery, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Bolduc, Corbin, Di Nino, Grafstein, Graham, P.C., Moore, Phalen, and Stollery (9).

Other senator present: The Honourable Senator Carney, P.C. (1).

In attendance: From the Parliamentary Research Branch of the Library of Parliament: John Wright, Research Officer.

The committee resumed consideration of its Order of Reference pertaining to its study on developments in Russia and Ukraine. (See committee proceedings of March 31, 2001, Issue No. 1.)

It was moved by the Honourable Senator Moore — That the committee adopt the following budget application for its special study on Russia and Ukraine ending July 31, 2002:

Professional and Other Services: $25,000.00

All Other Expenditures: 500.00

Total $25,500.00

The question being put on the motion, it was adopted.

It was moved by the Honourable Senator Moore That the committee adopt the following budget application for its special study on Foreign Relations for the fiscal year ending March 31, 2003:

Professional and Other Services: $16,500.00

Transportation and Communications: $30,150.00

All Other Expenditures: $ 500.00

Total $47,150.00

The question being put on the motion, it was adopted.

The committee proceeded to study the draft of the report on its study of Russia and Ukraine.

At 6:00 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Foreign Affairs met this day in camera at 4:10 p.m., in room 160-S, Centre Block, the Chair, the Honourable Peter A. Stollery, presiding.

Members of the committee present: The Honourable Senators Bolduc, Corbin, De Bané, P.C., Di Nino, Grafstein, Graham, P.C., and Stollery (7).

Other senator present: The Honourable Senator Carney, P.C. (1).

The committee resumed consideration of its Order of Reference pertaining to its study on developments in Russia and Ukraine. (See committee proceedings of March 31, 2001, Issue No. 1.)

The committee continued to review the draft report of its study on Russia and Ukraine.

It was agreed — That, in the next few days, members should get in touch with the research staff to give them all corrections that they see necessary for the body of the report.

At 5:25 p.m., the committee adjourned to the call of the Chair.

Also in attendance: The official reporters of the Senate.

The committee commenced consideration of its Order of Reference pertaining to Bill C-50, An Act to amend certain Acts as a result of the accession of the People's Republic of China to the Agreement Establishing the World Trade Organization.

WITNESSES:

From the Department of Foreign Affairs and International Trade:

Andrea Lyon, Director, Tariffs and Market Access Division;

John Morrison, Director, China and Mongolia Division.

From the Department of Finance:

Guillaume Cliche, International Relations Officer, Trade Remedies and General Trade Relations.

Ms Lyon made a statement and, together with the other witnesses, answered questions.

At 7:05 p.m., the committee suspended its work.

At 7:15 p.m., the committee resumed in camera.

The committee resumed consideration of its Order of Reference pertaining to its study on developments in Russia and Ukraine. (See committee proceedings of March 31, 2001, Issue No. 1.)

The committee resumed its study of the draft report on Russia and Ukraine.

It was moved by the Honourable Senator Day — That a working group composed of all members of the committee interested in participating in it meet Monday, June 10, 2002 to revise the new draft report which will include all the proposed changes on Russia and Ukraine and

That the committee meet on Tuesday, June 11, 2002 for a final vote and ratification of the draft report.

After debate, the question being put on the motion, it was adopted.

At 8:20 p.m., the committee adjourned to the call of the Chair.

It was moved by the Honourable Senator Corbin — That the committee complete clause-by-clause consideration of Bill C-50.

After debate, it was resolved in the affirmative.

It was agreed — That the title stand

It was agreed — That Clause 1 carry.

It was agreed — That Clause 2 carry.

It was agreed — That Clause 3 carry.

It was agreed — That Clauses 4 to 10 carry.

It was agreed — That Clauses 11 to 15 carry.

It was agreed — That Clauses 16 to 20 carry.

It was agreed — That Clause 26 carry.

It was agreed — That the title carry.

It was agreed — That Bill C-50 be adopted.

It was agreed — That the Chairman report to the Senate that Bill C-50 An Act to amend certain Acts as a result of the accession of the People's Republic of China to the Agreement Establishing the World Trade Organization, has been adopted without amendment.

It was agreed — That the documents provided by the officials of the Department of Foreign Affairs and International Trade, the first one concerning how the China-specific safeguards in Bill C-50 differ from the global safeguards that have already been implemented into Canadian legislation and the second, a brief statement regarding the role of CCRA in enforcing safeguards, be appended to the Proceedings of this day.

At 4:40 p.m., it was agreed that the committee adjourn to the call of the Chair.
