The Standing Senate Committee on Foreign Affairs met this day at 5:00 p.m., in room 160-S, Centre Block, the Chair, the Honourable Peter A. Stollery, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Austin, Bolduc, Corbin, Day, Grafstein, Graham, Losier-Cool, Setlakwe and Stollery (10).

Other senators present: The Honourable Senators Di Nino, Mahovlich and Sparrow (3).

In attendance: From the Parliamentary Research Branch of the Library of Parliament: John Wright and Peter Berg, Research Officers.

Also in attendance: The official reporters of the Senate.

The committee commenced consideration of its Order of Reference pertaining to the examination of such issues as may arise from time to time relating to Foreign and Commonwealth relations generally.

APPEARING:

The Honourable Pierre Pettigrew, P.C., M.P., Minister of International Trade.

WITNESSES:

From the Department of International Trade:

Claude Carrière, Director General, General Trade Policy Bureau;

Don Stephenson, Director General, Services, Investment and Intellectual Property Bureau.

Minister Pettigrew made a statement and, together with the witnesses, answered questions.

At 5:43 p.m., the committee suspended the meeting for votes in both the House of Commons and the Senate.

At 6:02 p.m., the committee resumed the meeting.

At 6:30 p.m., the committee suspended its work.

At 6:40 p.m., the committee resumed in camera.

The committee resumed consideration of its Order of Reference pertaining to its study on developments in Russia and Ukraine. (See committee proceedings of March 31, 2001, Issue No. 1.)

The committee resumed its study of the draft report on Russia and Ukraine.

Senator Grafstein informed the members of the committee that, although he has no more pecuniary interest in Russia and Ukraine, in accordance with rule 94(1) of the Rules of the Senate, he will abstain from all votes.

It is moved by the Honourable Senator Corbin, — That the Committee adopt the draft report on Russia and Ukraine, subject to the corrections and comments made by members as well as editorial corrections and That the Chair table the report in the Senate or with the Clerk of the Senate if the Senate is not sitting.

After debate, the question being put on the motion, it was resolved in the affirmative.

It is moved by the Honourable Senator Austin, — That the Chair be empowered to hire the services of an editor for the report, if the need arises, within the limits of the Budget.

After debate, the question being put on the motion, it was resolved in the affirmative.

It is moved by the Honourable Senator Graham, — That the Chair be empowered to hire the services of a Communication Consultant for the promotion of the report within the limits of the Budget.

After debate, the question being put on the motion, it was resolved in the affirmative.

At 6:55 p.m., the committee adjourned to the call of the Chair.
