The Standing Senate Committee on Internal Economy, Budgets and Administration met at 9:00 a.m. this day, the Honourable Senator Kroft (Chair) presiding.

Members of the committee present: The Honourable Senators Comeau, DeWare, Doody, Forrestall, Furey, Gauthier, Kroft, Maheu, Milne, Murray, P.C., Poulin, and Stollery (12).

Other senator present: The Honourable Senator Nolin (1).

In attendance: Mr. Paul C. Bélisle, Clerk of the Senate, other senior Senate officials.

The Chair made introductory remarks and senators commented.

Appointment of the Subcommittee on Finance and Budgets
2001-03-15/007

It was agreed that a Subcommittee on Finance and Budgets be established, composed of the following Senators: The Honourable Senators Furey (Chair), Doody and Stollery (3).

Emergency Powers when the committee is unable to meet
2001-03-15/008

It was agreed that, if the full committee is unable to meet, the Chair and the Deputy Chair be authorized to deal with and resolve immediate administrative problems and that they report their decisions at the first meeting thereafter.

64 Points Travel System
2001-03-15/009

It was agreed that,

(i) the 64 points travel system be changed from calendar year to fiscal year effective April 1, 2001; and

(ii) all Senators be allocated a new set of 64 points on April 1, 2001 regardless of how many points they have used between January 1 and March 31, 2001.

Committee Budgets
2001-03-15/010

It was agreed that, for 2000-2001, those committees whose budgets needs fall within the $10,000 limit of Emergency Funds be given authorization to use this source to fund their operations.

However, as financial needs for the Standing Joint Committee for the Scrutiny of Regulations are expected to surpass $10,000, this Committee will be required to present a complete budget submission to the Standing Committee on Internal Economy, Budgets and Administration.

The Chair noted that consultations were ongoing with respect to proposing a new process for approving committee budgets.

Other Matters
2001-03-15/011

The Clerk informed the committee that a request had been received from White Pine Pictures to include one or two Senate employees in their television documentary profiling night workers.

After debate,

It was agreed that the request be approved.

Senators inquired into the status of the forthcoming Room Allocation Policy. The Clerk noted that a draft policy would be forthcoming shortly.

At 9:53 a.m., the committee proceeded in camera with senators only and certain Senate officials.

At 11:00 a.m. the committee adjourned to the call of the Chair.

Adoption of Minutes of Proceedings
2001-03-29/013

It was agreed that the Minutes of Proceedings of the February 22, 2001 and March 15, 2001 meetings be adopted.

Creation of Subcommittees
2001-03-29/014

It was agreed that a Subcommittee on Senator Services and Facilities be established and that it be composed of the following members: The Honourable Senators Austin, Kenny (Chair) and Murray (3).

2001-03-29/015

It was agreed that a Subcommittee on Human Resources be established and that it be composed of the following members: The Honourable Senators Comeau, Gauthier and Milne (Chair) (3).

Joint Interparliamentary Council
2001-03-29/016

It was agreed that the Senate membership on the Joint Interparliamentary Council be composed of the Honourable Senators DeWare, Kroft (Chair) and Milne.

Adoption of Third Report

It was agreed that the following report be presented to the Senate:

THIRD REPORT

Your Committee wishes to inform the Senate that it has agreed that the 64 Points Travel System be changed from calendar year to fiscal year effective April 1, 2001, and that all Senators be allocated a new set of 64 points on April 1, 2001 regardless of how many points they may have used between January 1 and March 31, 2001.

First Report of the Subcommittee on Finance and Budgets

Senator Furey presented the following First Report of the Subcommittee on Finance and Budgets, as follows:

The Subcommittee on Finance and Budgets of the Standing Committee on Internal Economy, Budgets and Administration has the honour to present its

FIRST REPORT

On Wednesday, March 28, 2001, your Subcommittee met to review certain matters referred to it.

Your Subcommittee has examined the budget presented to it by the Chair of the Standing Senate Committee on Energy, the Environment and Natural Resources and recommends the approval of the following budget:

Energy, Environment and Natural Resources (Nuclear Reactor Safety)

Professional and Other Services     $ 27,150
Transportation and Communications     $130,670
Other Expenditures     $5,000
TOTAL     $162,820

The Subcommittee notes that the budget approved includes public hearings for both this special study and for its examination of Bill S-15, the Tobacco Youth Protection Act. It is recommended that the reporting of expenditures be done on a pro-rated basis between the activities of its legislative study and this special study.

After debate, it was agreed that the report be adopted as presented.

It was also agreed that, when examining the results of this trip the Committee on Energy, Environment and Natural Resources make a report to the Standing Committee on Internal Economy, Budget and Administration giving an evaluation of media coverage and public reaction.

NATO Budget

It was agreed that the Briefing Note and Memorandum of Understanding regarding the NATO Parliamentary Assembly, 47th Annual Meeting, scheduled to take place in Ottawa from October 5 to 9, 2001, be taken as information and that discussion on this item be deferred to a future meeting.

Scrutiny of Regulations - 2000-2001 Budget
2001-03-29/019

Senator Hervieux-Payette presented a Budget for the Standing Joint Committee for the Scrutiny of Regulations for the proposed expenditures for the fiscal year ending March 31, 2001.

After debate, it was agreed that the budget be adopted, as presented.

Room Allocation Policy

After discussion, it was agreed that comments on the draft Room Allocation Policy be referred to the Senate Administration.

It was also agreed, that the issue of liability be given in-depth consideration and that further discussion be deferred to a future meeting.

Television Coverage
2001-03-29/020

After discussion, it was agreed that the "Report of Television Coverage of Senate Committee Room and Chamber" and the accompanying Briefing Note be referred to the Subcommittee on Senators' Services and Facilities for review.

Lumley Commission

The Chair reported that progress on this file was on going and that the concerns expressed by committee members would be brought forth to the Consultant responsible for drafting the Senate's submission to the Lumley commission.

At 10:45 a.m. the committee adjourned to the call of the Chair.

Adoption of Minutes of Proceedings

It was agreed that the Minutes of Proceedings of the March 29, 2001 meeting be adopted.

NATO Budget
2001-04-05/022

The Honourable Senator William Rompkey, P.C., made a statement and, together with Carolyn Parrish, M.P., Chair of the Canadian NATO Parliamentary Association, and Carol Chafe, Conference Co-ordinator, answered questions.

It was agreed that the budget for the 17th Annual Meeting of the NATO Parliamentary Assembly, to be held in Ottawa from October 5 to 9, 2001, be adopted as presented.

Second Report of the Subcommittee on Finance and Budgets
2001-04-05/023

The Honourable Senator George Furey presented the Second Report of the Subcommittee on Finance and Budgets and answered questions.

After debate, it was agreed that the Second Report be adopted as presented.

At 9:55 a.m., the committee proceeded in camera.

At 10:24 a.m. the committee adjourned to the call of the Chair.
