The Standing Senate Committee on Legal and Constitutional Affairs met at 5:10 p.m. this day in room 257, East Block, the Honourable Senator Milne, Chair, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Cools, Fraser, Grafstein, Joyal, P.C., Milne, Moore, Nolin and Pearson (10).

In attendance: From the Library of Parliament: Nancy Holmes and David Goetz.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, September 25, 2001, the committee continued its study of Bill C-7, An Act in respect of criminal justice for young persons and to amend and repeal other Acts. (For complete text of Order of Reference see proceedings of the committee, Issue No. 11.)

Roy Jones made an opening presentation and answered questions.

At 6:33 p.m., the meeting was suspended.

At 6:53 p.m., the meeting resumed.

Catherine Latimer made an opening statement and together with Paula Kingston, Dick Barnhorst, Bruno Marceau and Yolande Viau, answered questions.

At 9:10 p.m., the committee adjourned to the call of the Chair.
