The Standing Senate Committee on Social Affairs, Science and Technology met at 11:05 a.m., this day, in room 705, Victoria Building, the Chair, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Cook, Cordy, Fairbairn, P.C., Keon, Kirby, LeBreton, Léger, Mahovlich, Morin, Murray, P.C. and Roche (11).

Other senators present: The Honourable Senators Gauthier and Gustafson (2).

In attendance: From the Research Branch of the Library of Parliament: Sam Banks, Anthony Jackson and Monique Hébert.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 23, 2002, the committee continued its consideration of Bill C-12, An Act to promote physical activity and sport. (For complete text of Order of Reference see Proceedings of the Committee, Issue No. 3, dated November 7, 2002.)

APPEARING:

The Honourable Paul DeVillers, P.C., M.P., Secretary of State (Amateur Sport).

WITNESSES:

Mr. Lane MacAdam, Director General;

Mr. Roger Charland, Legal Counsel.

The Chair made a statement.

Mr. De Villiers made a statement and, together with the other witnesses, answered questions.

It was agreed — That the committee proceed to clause-by-clause consideration of Bill C-12.

It was agreed — That the preamble and clause 1 stand.

It was agreed — That clauses 2-8 carry.

It was agreed — That clause 9 carry, on division.

It was agreed — That the committee revert to clause 5.

It was agreed — That clause 5 carry, on division.

It was agreed — That clauses 10 through 34 carry.

The Honourable Senator Roche moved that clause 35 be deleted.

The question being put on the motion, it was negatived.

It was agreed — That clause 35 carry, on division.

It was agreed — That clauses 36 through 40 carry, on division.

It was agreed — That the preamble and clause 1 carry, on division.

It was agreed, on division, — That Bill C-12 be reported back to the Senate without amendment.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 23, 2002, the Committee began its consideration of Bill C-8, An Act to protect human health and safety and the environment by regulating products used for the control of pests. (For complete text of Order of Reference see Proceedings of the Committee, Issue No. 3, dated November 7, 2002.)

WITNESSES:

From the Canadian Federation of Agriculture:

Mr. Robert Friesen, President.

Ms. Nicole Howe, Environmental Policy Analyst.

The Chair made a statement.

Mr. Friesen made a statement and, together with Ms. Howe, answered questions.

It was moved by Senator Cordy — That the committee concur in the following budget applications for the purpose of its consideration of legislation and that the Chair, be authorized to submit the said budget to the Standing Committee on Internal Economy, Budgets and Administration for its consideration:

Professional and Special Services $ 7,500

Transportation and Communications $ 2,500

Other Expenditures $ 500

Total $ 10,500

The question being put on the motion, it was adopted.

At 1:16 p.m., the committee adjourned to the call of the Chair.
