The Standing Senate Committee on Social Affairs, Science and Technology met at 4:52 p.m., this day, in room 705, Victoria Building, the Deputy Chair, the Honourable Majory LeBreton, presiding.

Members of the committee present: The Honourable Senators Callbeck, Cook, Cordy, Fairbairn, P.C., Keon, LeBreton, Morin and Roche (8).

In attendance: From the Research Branch of the Library of Parliament: Odette Madore and Howard Chodos, from the Senate Committees and Private Legislation Directorate: Monique Régimbald.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, February 4, 2003, the committee began its consideration of issues arising from, and developments since, the tabling of its final report on the state of the health care system in Canada in October 2002, in particular, issues concerning mental health and mental illness. (For a complete text of Order of Reference see proceedings of the committee, Issue No. 9.)

WITNESSES:

Dr. Paul Links, Arthur Sommer Rothenberg Chair in Suicide Studies.

From The Canadian Academy of Psychiatric Epidemiology:

Dr. Alain Lesage, Past President.

From Health Canada:

Tom Lips, Senior Advisor, Mental Health, Healthy Communities Division, Population and Public Health Branch.

Tom Lips, Alain Lesage and Paul Links each made a presentation and answered questions.

At 6:07 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Social Affairs, Science and Technology met at 11:05 a.m. this day, in room 705, Victoria Building, the Deputy Chair, the Honourable Majory LeBreton, presiding.

Members of the committee present: The Honourable Senators Cook, Cordy, Fairbairn, P.C., LeBreton, Léger, Morin and Roche (7).

From Queen's University:

Dr. Julio Arboleda-Florèz, Professor and Head, Department of Psychiatry.

Carolyn Pullen, John Millar, Lorna Bailie, Thomas Stephens and Julio Arboleda-Florèz each made a presentation and answered questions.

The committee recessed at 1:03 p.m.

The committee resumed at 1:07 p.m.

The Honourable Senator Fairbairn moved — That the committee approve the budget in the following amounts to examine legislation:

Professional and Other Services $ 2,500
Other Expenditures $ 500
Total  $ 3,000

 The Honourable Senator Cordy moved — That the committee approve the revised budget in the following amounts to examine and report on issues arising from, and developments since, the tabling of its final report on the state of the health care system in Canada in October 2002. In particular, the Committee is authorized to examine issues concerning mental health and mental illness:

Professional and Other Services  $ 38,000
Transport and Communications $ 96,800
Other Expenditures  $ 7,200
Total  $ 142,000
