The Standing Senate Committee on Social Affairs, Science and Technology met at 8:35 a.m, this day, in the Monet room at the Crowne Plaza Montreal Centre, the Chair, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Cook, Cordy, Keon, Kirby, LeBreton, Morin, Pépin, and Robertson (8).

In attendance: From the Research Branch of the Library of Parliament: Odette Madore and Howard Chodos.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, February 4, 2003, the committee began its consideration of issues arising from, and developments since, the tabling of its final report on the state of the health care system in Canada in October 2002, in particular, issues concerning mental health and mental illness.

WITNESSES:

From the Canadian Institutes of Health Research:

Dr. Rémi Quirion, Scientific Director, Institute of Neurosciences, Mental Health and Addiction.

From Laval University:

Dr. Michel Maziade, Head, Department of Psychiatry, Faculty of Medicine.

From the University of Montreal:

Dr. Laurent Mottron, Researcher, Department of Psychiatry, Faculty of Medicine.

From the University of Montreal:

Dr. Richard Tremblay, Canada Research Chair in Child Development, Professor of Pediatrics, Psychiatry and Psychology, Director, Centre of Excellence for Early Childhood Development.

From the Université du Québec à Montréal:

Mr. Henri Dorvil, Professor, School of Social Work;

Mr. Michel Tousignant, Professor, Centre de recherche et intervention sur le suicide et l'euthanasie.

From the Douglas Hospital:

Mr. Eric Latimer, Health Economist.

Michel Maziade, Rémi Quirion and Laurent Mottron each made a presentation and answered questions.

At 10:34 a.m., the committee suspended.

At 10:47 a.m., the committee resumed.

Richard Tremblay, Henri Dorvil, Michel Tousignant and Eric Latimer each made a presentation and answered questions.

At 1:00 p.m., the committee adjourned to the call of the Chair.
