The Standing Senate Committee on Social Affairs, Science and Technology met at 3:53 p.m, this day, in room 705, Victoria Building, the Chair, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Callbeck, Cook, Cordy, Keon, Kirby, LeBreton, Léger, Morin, Roche, Trenholme Counsell (10).

In attendance: From the Research Branch of the Library of Parliament: Odette Madore and Howard Chodos.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, June 19, 2003, the Committee began its study on the infrastructure and governance of the public health system in Canada, as well as on Canada's ability to respond to public health emergencies arising from outbreaks of infectious disease. (For a complete text of Order of Reference see proceedings of the committee, Issue No. 20.)

WITNESSES:

From the Office of Critical Infrastructure Protection and Emergency Preparedness:

James Harlick, Assistant Deputy Minister;

Gary O'Bright, Director of Operations.

From Health Canada:

Scott Broughton, Assistant Deputy Minister, Population and Public Health Branch;

Paul Gully, Senior Director General, Population and Public Health Branch;

David Mowat, Director General, Centre for Surveillance Coordination;

Ron St. John, Director General, Centre for Emergency Preparedness and Response.

James Harlick, Scott Broughton, Paul Gully, David Mowat and Ron St. John each made a presentation with Gary O'Bright and answered questions.

The Honourable Senator Keon moved — That the committee approve the budget in the following amounts to study the infrastructure and governance of the public health system in Canada, as well as on Canada's ability to respond to public health emergencies arising from outbreaks of infectious disease:

Professional and Other Services $ 8,500
Other Expenditures  $ 500
Total  $ 9,000

 At 5:55 p.m., the Committee adjourned to the call of the Chair

Dr. Sara Kahn, Deputy Veterinary Officer of Canada.

From Health Canada:

Karen Dodds, Director General, Food Directorate, Health Products and Food Branch.

Karen Dodds, Judith Bossé and Andrew Marsland made a presentation and answered questions with Gilles Lavoie and Sarah Kahn.

At 12:35 p.m., the committee adjourned to the call of the Chair.
