The Standing Senate Committee on Social Affairs, Science and Technology met at 6:00 p.m, this day, in room 705, Victoria Building, the Chair, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Cordy, Keon, Kirby, LeBreton and Morin (5).

In attendance: From the Research Branch of the Library of Parliament: Odette Madore and Howard Chodos.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, June 19, 2003, the committee continued its study on the infrastructure and governance of the public health system in Canada, as well as on Canada's ability to respond to public health emergencies arising from outbreaks of infectious disease.

WITNESS:

From the University of Toronto:

Dr. John Frank, Professor, Department of Public Health Science, Faculty of Medicine.

At 6:00 p.m., the meeting was called to order and the committee continued an informal discussion with John Frank in public session. Following the completion of his presentation, John Frank answered questions.

At 6:34 p.m., the committee adjourned to the call of the Chair.

Members of the committee present: The Honourable Senators Callbeck, Cook, Corby, Fairbairn, P.C., Keon, Kirby, LeBreton, Léger, Morin, Roche (10).

Other senator present: The Honourable Senator Trenholme Counsell (1).

In attendance: From the Research Branch of the Library of Parliament: Odette Madore and Howard Chodos.

Also in attendance: The official reporters of the Senate.

David Naylor made a presentation and answered questions.
