The Standing Senate Committee on Social Affairs, Science and Technology met at 11:08 p.m, this day, in room 256- S, Centre Block, the Chair, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Callbeck, Cook, Corby, Fairbairn, P.C., Kirby, Robertson (6).

In attendance: From the Research Branch of the Library of Parliament: Kristen Douglas

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, June 10, 2003, the committee began its study on the Bill S-3, An Act to amend the National Anthem Act to include all Canadians.

WITNESSES:

From the Senate of Canada:

The Honourable Senator Vivienne Poy;

Carole Reichert, Researcher, Office of the Honourable Senator Vivienne Poy.

As an individual:

Helmut Kallmann, Former Music Librarian.

From the Famous 5 Foundation:

Frances Wright, President;

Jeanne d'Arc Sharp, Member.

From the National Council of Women of Canada:

Catharine Laidlaw-Sly, President.

From the Dominion Institute:

Rudyard Griffiths, Executive Director.

Senator Vivienne Poy made a presentation and answered questions.

Frances Wright, Jeanne d'Arc Sharp, Catharine Laidlaw-Sly and Helmut Kallmann each made a presentation.

France Wright, Helmut Kallmann and Catharine Laidlaw-Sly answered questions.

At 12:19 p.m., the committee recessed.

At 12:26 p.m., the committee resumed.

Rudyard Griffiths made a presentation and answered questions.

The Honourable Senator Callbeck moved — That the committee dispense with clause-by-clause consideration of Bill S-3, An Act to amend the National Anthem Act to include all Canadians and;

That the Chair report the bill without amendments today.

The question being put on the motion, it was adopted.

At 12:41 p.m., the committee adjourned to the call of the Chair.
