The Standing Senate Committee on Aboriginal Peoples met this day at 9:02 a.m. in room 160-S, Centre Block, the Acting Deputy Chair, the Honourable Senator Stratton, presiding.

Members of the committee present: The Honourable Senators Christensen, Gill, Hubley, Léger, Pearson, Sibbeston and Stratton (7).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Tonina Simeone and Mary Hurley and from Nation Media, Guy Freedman.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, October 29, 2002, the committee continued its examination of issues affecting urban Aboriginal youth in Canada, in particular, access, provision and delivery of services, policy and jurisdictional issues, employment and education, access to economic opportunities, youth participation and empowerment, and other related matters.

WITNESSES:

From the National Aboriginal Health Organization:

Richard Jock, Executive Director.

From the Wabano Centre for Aboriginal Health:

Allison Fisher, Executive Director.

From the Odawa Native Friendship Centre:

Jerry Lanouette, President.

Michael Tjepkema made an opening statement and answered questions.

Richard Jock made an opening statement and answered questions.

At 9:35 a.m., it was agreed that the Honourable Senator Pearson take the Chair.

Allison Fisher made an opening statement and answered questions.

Jerry Lanouette made an opening statement and answered questions.

The witnesses answered questions together.

The committee proceeded to the consideration of a draft budget.

The Honourable Senator Hubley moved —

That this committee concur in the following budget application for the purpose of its consideration of issues affecting urban Aboriginal youth in Canada; and

That the Chair submit the said budget to the Standing Committee on Internal Economy, Budgets and Administration for approval:

Professional and Other Services $ 38,650

Transportation and Communications $ 125,809

Other Expenditures $ 5,000

TOTAL $ 169,459

The question being put on the motion, it was adopted.

The Honourable Senator Hubley moved —

That this committee concur in the following budget application for the purpose of legislation; and

That the Chair submit the said budget to the Standing Committee on Internal Economy, Budgets and Administration for approval:

Professional and Other Services $ 8,500

Transportation and Communications $ 500

Other Expenditures $ 700

TOTAL $ 9,700

The question being put on the motion, it was adopted.

At 11:05 a.m. the committee adjourned to the call of the Chair.
