The Standing Senate Committee on Aboriginal Peoples met this day at 9:10 a.m. in the Asia Pacific Hall, Morris J. Wosk Centre for Dialogue, 580 West Hastings, Vancouver, British Columbia, the Chair, the Honourable Senator Chalifoux, presiding.

Members of the committee present: The Honourable Senators Carney, P.C., Chalifoux, Léger, Pearson, Sibbeston (5).

Other senators present: The Honourable Senators Lawson and St. Germain, P.C. (2).

In attendance: The Honourable Ray Perrault, former senator, Tonina Simeone, Parliamentary Research Branch, Library of Parliament and Kate McCarthy from the Office of Senator Johnson.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, October 29, 2002, the committee continued its examination of issues affecting urban aboriginal youth in Canada, in particular, access, provision and delivery of services, policy and jurisdictional issues, employment and education, access to economic opportunities, youth participation and empowerment, and other related matters.

WITNESSES:

From the Vancouver Police and Native Liaison Society:

Mr. Morris Bates, Specialized Victim Assistance Worker.

From the B.C. Women's Health Centre:

Ms. Angie Todd-Dennis;

Ms. Rita Barnes.

Mr. Bates, Specialized Victim Assistance Worker, made a presentation, showed a video and answered questions.

It was agreed — That the [letters of support from program participants] presented by Mr. Morris be filed as an exhibit with the clerk of the committee (Exhibit 5900-2.37/A1-SS-1, 9, 1)

The Chair recognized the presence of former senator the Honourable Ray Perrault.

At 10:20 a.m., the committee suspended its sitting.

At 10:45 a.m., the committee resumed its sitting.

It was agreed that former Senator Perrault join the committee at the table.

Ms. Todd-Dennis and Ms. Barnes made a presentation and then together answered questions.

At 12:10 p.m., the committee adjourned to the call of the Chair.

Ms. Nahanee and Ms. Williams each made a presentation and answered questions.

At 3:20 p.m., the committee suspended its sitting.

At 3:30 p.m., the committee resumed its sitting.

Mr. Smith, Mr. Adams, Ms. Thomas and Ms. Sparrow made presentations and answered questions.

At 5:05 p.m., the committee adjourned to the call of the Chair.
