The Standing Senate Committee on Energy, Environment and Natural Resources met at 5:15 p.m. this day, in room 257, East Block, the Chair, the Honourable Tommy Banks, presiding.

Members of the committee present: The Honourable Senators Banks, Buchanan, P.C., Christensen, Cochrane, Finnerty, Milne, and Spivak (7).

Other senators present: The Honourable Senators Johnson and Sibbeston (2).

In attendance: From the Library of Parliament: James McQueen, Researcher, Economics Division.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, November 7, 2002, the committee continued its examination of emerging issues related to its mandate (implementation of the Kyoto Protocol). WITNESSES:

David Oulton, Head.

From Environment Canada:

Paul Fauteux, Director General, Climate Change Bureau.

From Natural Resources Canada:

Neil MacLeod, Director General, Office of Energy Efficiency.

David Oulton, Paul Fauteux and Neil MacLeod each made statements and together the witnesses answered questions.

Pursuant to rule 92(2)(f), at 7:15 p.m. the committee proceeded in camera for the consideration of a draft budget.

It was agreed that the following budget application for legislation be approved for submission to the Committee on Internal Economy, Budgets and Administration.

Transportation and Communications  $ 500
Other Expenditures $ 3,000
TOTAL  $16,000

It was agreed that the following budget application for the committee's special study be approved for submission to the Committee on Internal Economy, Budgets and Administration.

Other Expenditures  $ 7,000
TOTAL  $279,870

At 7:22 p.m., it was agreed that the committee adjourn to the call of the Chair.
