The Standing Senate Committee on Foreign Affairs met this day at 5:29 p.m. in camera, in accordance with Standing Order 92(2)(f), in room 160-S of the Centre Block, the Chairman, the Honourable Peter A. Stollery, presiding.

Members of the committee present: The Honourable Senators Austin, P.C., Bolduc, Corbin, Day, Di Nino, Grafstein, Setlakwe and Stollery (8).

Also present: From the Research Branch of the Library of Parliament: Peter Berg, Research Officer.

In accordance with the Order of Reference adopted by the Senate on Thursday November 21, 2002, the committee continued its examination of the Canada-United States of America trade relationship and the Canada-Mexico trade relationship, with particular emphasis on: (a) the 1988 Free Trade Agreement; (b) the 1992 North American Free Trade Agreement; (c) secure access for Canadian goods and services to the United States of America and Mexico; and (d) the development of effective dispute resolution mechanisms, all in the context of Canada's economic relations with countries of the Americas and the World Trade Organization's Doha Round of trade negotiations.

The committee considered a draft report.

At 6:43 p.m., the committee adjourned to the call of the Chair.

Members of the committee present: The Honourable Senators Austin, P.C., Bolduc, Corbin, Day, Di Nino, Grafstein and Stollery (7).

Also present: From the Research Branch of the Library of Parliament: Peter Berg, Research Officer; from the office of the Honourable Peter A. Stollery: David Murphy; and from the Committee Secretariat: Ian Parker, Communications Expert.

In attendance: The official reporters of the Senate.

APPEARING:

The Honourable Ralph Goodale, P.C., M.P., Minister of Public Works and Government Services and Minister responsible for the Canadian Wheat Board.

Minister Goodale made a presentation and answered questions.

At 4:41 p.m., the committee suspended its proceedings.

At 6:15 p.m., the committee resumed sitting in camera, pursuant to Standing Order 92(2)(f).

The committee continued its examination of a draft report.

It was agreed — That, in accordance with the budget approved by the Senate on April 3, 2003, the committee retain the services of one English and one French reviser to assist with the special study of Canada's trade relationship with the United States of America and Mexico, while complying in the process with the budgetary parameters set.

At 7:09 p.m., the committee adjourned to the call of the Chair.
