The Standing Senate Committee on Human Rights met this day, at 4:00 p.m., in room 2, Victoria Building, the Honourable A. Raynell Andreychuk, Chair, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Carstairs, P.C., LeBreton, Losier-Cool, Oliver, Pearson and Poy (7).

In attendance: From the Research Branch of the Library of Parliament: Laura Barnett.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, November3, 2004 the committee proceeds to its consideration of Canada's international obligations in regard to the rights and freedoms of children.

WITNESSES:

Jeffery Wilson, Counsel;

Maryellen Symons, Counsel.

Canadian Coalition for the Rights of Children:

Tara Ashtakala, Acting Coordinator.

National Children's Alliance:

Dianne Bascombe, Executive Director.

Child Welfare League of Canada:

Peter M.Dudding, Executive Director.

At 4:00 p.m., Mr.Wilson, Ms.Symons and Mr.Bala made statements and answered questions.

At 5:10 p.m., Ms.Ashtakala and Ms.Bascombe made statements and, together with the other witness, answered questions.

At 6:15 p.m., pursuant to rule92(2)(e), the committee proceeded in camera to discuss a draft report.

It was moved by the Honourable Senator Carstairs that the draft report entitled ``On-Reserve Matrimonial Real Property: Still Waiting'' be adopted and that the Chair tabled it in the Senate.

The question being put on the motion, it was adopted.

At 6:25 p.m., the committee adjourned to the call of the Chair.
