The Standing Senate Committee on Social Affairs, Science and Technology met at 10:10 a.m. this day, in room 257, East Block, the Chair, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Cochrane, Cordy, Di Nino, Keon and Kirby (5).

In attendance: From the Library of Parliament Research Branch: Howard Chodos, Research Analyst, Political and Social Affairs Division.

Also present: The official reporters of the Senate.

Pursuant to the motion adopted by the Senate on Tuesday, April 25, 2006 the committee met to publicize the findings of its report tabled in May 2006 on issues concerning mental health and mental illness. (See Issue No. 3, Wednesday, April 25, 2006, for the full text of the Order of Reference.)

The Honourable Senator Kirby made a statement.

Peter Coleridge, Patrick Smith, Ian Manion, Karen Kidder, Dan Reist, Constance McKnight, Phil Upshall, Paula Goering, Irving Gold, Barbara Beckett, Alain Lesage, Bonnie Pape, Ray Block and Ross Hetherington each made a statement.

Together all the witnesses participated in a roundtable discussion with the members of the committee.

At 12:10 p.m., the committee suspended its sitting.

At 12:41 p.m., the committee resumed its sitting.

At 2:02 p.m., it was agreed that the committee adjourn to the call of the Chair.

The Standing Senate Committee on Social Affairs, Science and Technology met in camera at 11:06 a.m. this day, in room 705, Victoria Building, the Chair, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Callbeck, Cochrane, Cook, Cordy, Eggleton, P.C., Fairbairn, P.C., Gill, Keon, Kirby, Nancy Ruth and Trenholme Counsell (11).

Other senator present: The Honourable Senator Carstairs, P.C. (1).

In attendance: From the Library of Parliament Research Branch: Howard Chodos and Tim Riordan Raaflaub, Research Analysts, Political and Social Affairs Division.

In accordance with rule 92(2)(e), the committee met in camera to consider a draft agenda.

The Honourable Senator Kirby informed the committee that he is resigning from his position as Chair of the committee.

The Honourable Senator Keon, Deputy Chair, made a statement.

At 11:33 a.m., the committee proceeded in public.

The clerk of the committee presided over the election of the Chair.

It was moved by the Honourable Senator Kirby that the Honourable Senator Eggleton, P.C., be Chair of this committee.

The question being put on the motion, it was adopted.

The Honourable Senator Eggleton, P.C., took the chair and made a statement.

At 11:44 a.m., it was agreed that the committee adjourn to the call of the Chair.
