The Standing Senate Committee on Social Affairs, Science and Technology met at 10:50 a.m., this day, in room 2, Victoria Building, the Chair, the Honourable Art Eggleton, P.C., presiding.

Members of the committee present: The Honourable Senators Callbeck, Champagne, P.C., Cochrane, Cook, Cordy, Eggleton P.C., Fairbairn, P.C., Keon, Munson and Pépin (10).

Other senator present: The Honourable Senator Mercer (1).

In attendance: From the Library of Parliament Research Branch: Howard Chodos, Research Analyst, Science and Technology Division; Odette Madore, Research Analyst, Economics Division and Sonya Norris, Science and Technology Division.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, October 3, 2006, the committee began its examination of Bill S-214, respecting a National Blood Donor Week.

WITNESSES:

Canadian Blood Services:

Steve Harding, Executive Director of Marketing and Communications.

Héma-Québec:

André Roch, Vice-President of Public Affairs and Marketing.

Steve Harding and André Roch each made a statement and answered questions.

It was agreed that the committee move to clause-by-clause consideration of Bill S-214.

It was agreed that the title, preamble and clause 1 stand postponed.

It was agreed that clause 2 carry.

It was agreed that clause 1 carry.

It was agreed that the preamble carry.

It was agreed that the title carry.

It was agreed that Bill S-214 be adopted without amendment.

It was agreed that the Chair report the bill, as adopted, at the next sitting of the Senate.

At 11:40 a.m., the committee suspended.

At 11:45 a.m., the committee resumed.

Pursuant to rule 92(2)(f) of the Rules of the Senate, the committee met in camera for the consideration of a draft report on autism.

It was agreed that staff be permitted to stay in the room.

Following the consideration of the draft report, Elizabeth Ostiguy, Director of Public Issues for the Canadian Mental Health Association was invited into the room for the purpose of presenting the 2006 C.M. Hincks Award to the committee. The Chair informed the committee that it also received a Special Recognition Award from the Canadian Psychiatric Association.

At 12:49 p.m., it was agreed that the committee adjourn to the call of the Chair.
