The Standing Senate Committee on Social Affairs, Science and Technology met at 4:30 p.m., this day, in room 705, Victoria Building, the Chair, the Honourable Art Eggleton, P.C., presiding.
Members of the committee present: The Honourable Senators Champagne, P.C., Cochrane, Cook, Eggleton P.C., Keon, Munson, Nancy Ruth, Pépin and Trenholme Counsell (9).
In attendance: From the Library of Parliament Research Branch: Tim Riordan-Raaflaub, Analyst, Political and Social Affairs Division and Howard Chodos, Political and Social Affairs Division.
Also present: The official reporters of the Senate.
The committee met to discuss its future business.
It was moved by the Honourable Senator Keon:
That a subcommittee on population health be established;
That the subcommittee consist of six (6) members, three (3) of whom shall constitute a quorum;
That the initial membership of the subcommittee be as follows: the Honourable Senators Callbeck, Cochrane, Cook, Fairbairn, P.C., Keon and Pépin;
That the subcommittee be authorized to send for persons, papers and records, whenever required, and to print from day to day such papers and evidence as may be ordered by it;
That, pursuant to section 32 of the Financial Administration Act, the committee's authority to commit funds be conferred on the subcommittee;
That, pursuant to section 34 of the Financial Administration Act and Guideline 3:05 of Appendix II of the Rule of the Senate, the committee's authority for certifying accounts payable be conferred on the subcommittee;
That the committee's power to permit coverage by electronic media of meeting be conferred on the subcommittee; and
That the Order of Reference adopted by the Senate on Tuesday, November 28, 2006 regarding the impact of the multiple factors and conditions that contribute to the health of Canada's population — known collectively as the social determinants of health, be referred to the subcommittee.
The question being put on the motion, it was adopted.
It was moved by the Honourable Senator Munson:
That a subcommittee on cities be established;
That the subcommittee consist of six (6) members, three (3) of whom shall constitute a quorum;
That the initial membership of the subcommittee be as follows: the Honourable Senators Champagne, P.C., Cordy, Eggleton, P.C., Munson, Nancy Ruth and Trenholme Counsell;
That the subcommittee be authorized to send for persons, papers and records, whenever required, and to print from day to day such papers and evidence as may be ordered by it;
That, pursuant to section 32 of the Financial Administration Act, the committee's authority to commit funds be conferred on the subcommittee;
That, pursuant to section 34 of the Financial Administration Act and Guideline 3:05 of Appendix II of the Rule of the Senate, the committee's authority for certifying accounts payable be conferred on to the subcommittee;
That the committee's power to permit coverage by electronic media of meeting be conferred on the subcommittee, and
That the Order of Reference adopted by the Senate on Wednesday, June 28, 2006 regarding current social issues pertaining to Canada's largest cities, be referred to the subcommittee.
The question being put on the motion, it was adopted.

The Standing Senate Committee on Social Affairs, Science and Technology met in camera at 4:55 p.m., this day, in room 705, Victoria Building, the Chair, the Honourable Art Eggleton, P.C., presiding.
Members of the committee present: The Honourable Senators Champagne, P.C., Cochrane, Cook, Eggleton P.C., Keon, Munson, Nancy Ruth, Pépin and Trenholme Counsell (9).
In attendance: From the Library of Parliament Research Branch: Odette Madore, Research Analyst, Economics Division and Sonya Norris, Research Analyst, Science and Technology Division.
Pursuant to the Order of Reference adopted by the Senate on Thursday, June 22, 2006, the committee continued its study on the issue of funding for the treatment of autism. (See Issue No. 9, Thursday, November 2, 2006, for the full text of the Order of Reference.)
Pursuant to rule 92(2)(f), the committee met in camera to examine a draft report.
It was agreed that staff be permitted to stay.
It was agreed that the draft report be adopted as the report of the committee and that the chair, Senator Munson and Senator Pépin be authorized to approve the final version of the report and that they also be authorized to approve a communications plan for the tabling of the report.
It was agreed that the following budget application for the Subcommittee on Cities be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.

Professional and Other Services $ 1,500 Transportation and Communications Nil All Other Expenditures 1,000 Total $ 2,500
It was agreed that the following budget application for the Subcommittee on Population Health be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, February 21, 2007 the committee began its study to examine the state of early learning and child care in Canada in view of the OECD report Starting Strong II.
At 11:45 a.m., pursuant to rule 92(2)(e) the committee considered a draft agenda.
At 12:15 p.m., it was agreed that the committee adjourn to the call of the Chair.
