The Standing Senate Committee on Social Affairs, Science and Technology met at 4:15 p.m., this day, in room 705, Victoria Building, the Chair, the Honourable Art Eggleton, P.C., presiding.

Members of the committee present: The Honourable Senators Callbeck, Cochrane, Cordy, Eggleton, P.C., Fairbairn, P.C., Keon, Munson, Pépin and Trenholme Counsell (9).

In attendance: From the Library of Parliament Research Branch: Sonya Norris, Analyst, Science and Technology Division, and Odette Madore, Analyst, Economics Division.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Monday, June 18, 2007, the committee began its examination of Bill C-42, An Act to amend the Quarantine Act.

WITNESSES:

Public Health Agency of Canada:

Dr. Howard Njoo, Director General, Centre for Emergency Preparedness and Response;

John Cuningham, Senior Counsel;

Dennis Brodie, Manager, Legislative and Regulatory Policy Group.

The Chair made opening remarks.

At 4:16 p.m., Dr. Njoo made a statement and, with Mr. Cuningham and Mr. Brodie, answered questions.

At 5:01 p.m., it was agreed that the committee proceed to clause by clause consideration of Bill C-42, An Act to amend the Quarantine Act.

It was agreed that the title stand postponed.

It was agreed that clause 1 carry.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that clause 4 carry.

It was agreed that clause 5 carry.

It was agreed that the title carry.

It was agreed that this bill be adopted without amendment.

It was agreed that the Chair report the bill to the Senate, without amendment, at the earliest opportunity.

At 5:04 p.m., it was agreed that the committee adjourn to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, June 19, 2007, the committee began its examination of Bill C-14, An Act to amend the Citizenship Act (adoption).

Mark Davidson, Director, Legislation and Program Policy Citizenship;

Margaret Dritsas, Nationality Law Advisor, Citizenship Branch;

Karen Clarke, Acting Manager, Citizenship Branch;

Alain Laurencelle, Counsel, Legal Counsel.

At 10:47 a.m., Mr. Davidson made a statement and, with Ms. Clarke, answered questions.

At 11:23 a.m., it was agreed that the committee proceed to clause by clause consideration of Bill C-14, An Act to amend the Citizenship Act (adoption).

It was agreed that the title stand postponed.

It was agreed that clause 1 carry.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that clause 3.1 carry.

It was agreed that clause 4 carry.

It was agreed that the title carry.
