The Standing Senate Committee on Aboriginal Peoples met at 9:31 a.m. this day, in room 160-S Centre Block, the Chair, the Honourable Gerry St. Germain, P.C., presiding.

Members of the committee present: The Honourable Senators Cochrane, Dyck, Gill, Gustafson, Peterson, St. Germain, P.C., and Watt (7).

In attendance: From the Parliamentary Information and Research Service, Library of Parliament, Lisa L. Patterson.

The committee considered the following draft budget application for its legislative work for the fiscal year ending March 31, 2007.

Professional and Other Services    $ 7,800
Transportation and Communications    —
All Other Expenditures    1,000
Total    $ 8,800

The Honourable Senator Peterson moved that the committee adopt the draft budget application for submission to the Standing Committee on Internal Economy, Budgets and Administration.

The question being put on the motion, it was adopted.

The committee considered the following draft budget application for its study on the nature and status of the Government of Canada's Specific Claims policy for the fiscal year ending March 31, 2007.

Professional and Other Services    $ 11,000
Transportation and Communications    —
All Other Expenditures    1,000
Total    $ 12,000

The Honourable Senator Gill moved that the committee adopt the draft budget application for submission to the Standing Committee on Internal Economy, Budgets and Administration.

The question being put on the motion, it was adopted.

The committee considered the following draft budget application for its study on involvement of Aboriginal Communities and Businesses in Economic Development Activities in Canada for the fiscal year ending March 31, 2007.

Professional and Other Services    $ 56,800
Transportation and Communications    198,030
All Other Expenditures    10,000
Total    $ 264,830

The Honourable Senator Gustafson moved that the committee adopt the draft budget application for submission to the Standing Committee on Internal Economy, Budgets and Administration.

After debate, the question being put on the motion, it was adopted, on division.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 20, 2006, the committee began its study on the nature and status of the Government of Canada's Specific Claims policy.

WITNESSES:

Indian and Northern Affairs Canada:

Audrey Stewart, Director General, Specific Claims Branch.

Department of Justice Canada:

Sylvia Duquette, General Counsel, Specific Claims.

Ms. Stewart and Ms. Duquette made a statement and answered questions.

It was agreed that the flow chart entitled Specific Claims and ISCC Processes provided this day by the witnesses be appended to these minutes of proceedings.

At 11:05 a.m., it was agreed that the committee adjourn to the call of the Chair.
