The Standing Senate Committee on Aboriginal Peoples met at 9:30 a.m. this day, in room 160-S Centre Block, the Chair, the Honourable Gerry St. Germain, P.C., presiding.

Members of the committee present: The Honourable Senators Campbell, Dyck, Gill, Hubley, Lovelace Nicholas, Peterson and St. Germain, P.C. (7).

In attendance: From the Parliamentary Information and Research Service, Library of Parliament, Lisa L. Patterson.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 30, 2006, the committee continued its study on the nature and status of the Government of Canada's Specific Claims policy. (See Issue No. 3, Tuesday, June 13, 2006, for the full text of the Order of Reference.)

WITNESSES:

As a Panel:

Bryan Schwartz, Professor, Faculty of Law, University of Manitoba;

Michael Coyle, Assistant Professor, Faculty of Law, University of Western Ontario.

The Chair made opening remarks.

Mr. Schwartz and Mr. Coyle each made a statement and answered questions.

At 10:22 a.m., the committee suspended.

At 10:28 a.m., pursuant to rule 92(2)(e), the committee resumed in camera to consider a draft agenda.

It was agreed that senators' staff and the communications officer remain.

It was agreed to approve the work plan outlined in the document entitled Specific Claims Study — Possible Approach and suggested witnesses.

It was agreed that the committee request a 30 minute extension of its regular Tuesday's meeting time slot, commencing October 17 until the end of November, allowing meetings to start at 9:00 a.m. instead of 9:30 a.m.

It was agreed that the proposed Terms of Reference for a Study on Specific Claims, prepared by the analyst of the committee be approved and publicized wherever deemed appropriate.

At 10:43 a.m., it was agreed that the committee adjourn to the call of the Chair.
