The Standing Senate Committee on Aboriginal Peoples met this day at 9:30 a.m., in room 160-S, Centre Block, the chair, the Honourable Gerry St. Germain, P.C., presiding.

Members of the committee present: The Honourable Senators Brazeau, Brown, Campbell, Carstairs, P.C., Dyck, Hubley, Lang, Peterson, Raine, Sibbeston, and St. Germain, P.C. (11).

In attendance: Tonina Simeone and Karin Phillips, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, February 25, 2009, the committee continued its consideration of the federal government's constitutional, treaty, political and legal responsibilities to First Nations, Inuit and Metis peoples and on other matters generally relating to the Aboriginal Peoples of Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

Assembly of First Nations:

Shawn Atleo, Regional Chief, British Columbia;

Karen Campbell, Senior Policy Analyst.

The chair made opening remarks.

Mr. Atleo made a statement and, with Ms. Campbell, responded to questions.

It was agreed that the following material be filed as exhibits with the clerk of the committee:

Discussion Paper from the AFN and INAC — Lands and Trusts Services, dated March 31, 2008, entitled First Nation Leadership Selection and Elections (French and English versions) (Exhibit 5900-2.40/A1-SS-1-8''2'').

Document from the AFN, dated March 2009, entitled First Nation Elections: charting a path forward from First Nation perspective, A review of INAC's Conversion to a Community Election System Policy and options for reform (Exhibit 5900-2.40/A1-SS-1-8"3'').

Background information kit from the AFN entitled Recognition and Implementation of First nation Governments (Exhibit 5900-2.40/A1-SS-1-8"4'').

At 11:26 a.m., it was agreed that the committee adjourn to the call of the chair.
