The Standing Senate Committee on Aboriginal Peoples met this day, in camera, at 9:34 a.m., in room 160-S, Centre Block, the chair, the Honourable Gerry St. Germain, P.C., presiding.

Members of the committee present: The Honourable Senators Brazeau, Carstairs, P.C., Hubley, Patterson, Peterson, Raine, Sibbeston, St. Germain, P.C., and Stewart Olsen (9).

In attendance: Tonina Simeone and Marion Ménard, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, February 25, 2009, the committee continued its consideration of the federal government's constitutional, treaty, political and legal responsibilities to First Nations, Inuit and Metis peoples and of other matters generally relating to the Aboriginal Peoples of Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

In accordance with rule 92(2)(f), the committee considered a draft report.

It was agreed that Senator's staff be permitted to remain in the room.

It was moved that the committee allow the transcription of the in camera portions of today's meeting, that one copy be kept in the office of the clerk of the committee for consultation by committee members present and the committee analysts, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure but no later than at the end of this parliamentary session.

The question being put on the motion, it was adopted.

It was moved that any documents prepared for the committee, which suggest possible recommendations to be included in the committee's report, be circulated in hard copy only.

Ms. Cram, Mr. Traversy, Ms. Filbee and Ms. Stewart-Fagnan each made a statement and, together with Brenda Kustra, responded to questions.

At 11:16 a.m., it was agreed that the committee adjourn to the call of the chair.

Ms. Fraser made a statement and, together with Mr. Campbell and Mr. Barrett, responded to questions.

At 7:25 p.m., the committee suspended.

At 7:30 p.m., the committee resumed in camera and in accordance with rule 92(2)(e), the committee considered a draft agenda.

It was moved that senators' staff be permitted to remain in the room.

The question being put on the motion, it was adopted.

At 7:44 p.m., it was agreed that the committee adjourn to the call of the chair.
